<br />The Chairman reminded the Board that it would now need to appoint
<br />additional members to the Library Board Trustees and asked them to give this their
<br />careful consideration so that it might be done as fast as is reasonably possible.
<br />Commissioner Clyde J. Rhyne bought up for consideration the
<br />possibility of tax payers listing their property for taxation by mail. The Tax Super-
<br />visor , Mr. S. F. Westbrook, Jr. , said that he would have something for the Board's
<br />consideration at its next regular meeting.
<br />Mr. S. F. Westbrook, Jr. , Tax Supervisor, appeared before the
<br />Board and discussed with them the dates for setting the hearing as a Board of Equal-
<br />ization and Review. Upon motion of Commissioner Lila P. Nielsen, seconded by
<br />Commissioner Jack D. Funderburke, which motion was unanimously adopted upon a
<br />vote, it was RESOLVED to set the first meeting for the Board of Equalization and
<br />Review for Monday, April 21, 1980.
<br />Mrs. Martha Hollers, Commissioner and Mr. Henry Jordan, Division
<br />Engineer, and Mr. Fred Beck, appeared before the Board for the purpose of conducting
<br />a public hearing on the Secondary Road Program in Lee County. Upon motion made,
<br />seconded and unanimously adopted, it was RESOLVED to conduct the public hearing. A
<br />group of people from the Blakeley Section were recognized and heard on the need for
<br />repairs to that road. Also, a group of people interested in the Joe Matthews Road were
<br />heard. Another group from a subdivision in the Tramway area appeared and requested
<br />that their road be hard-surfacted. It was explained to them that subdivision roads
<br />came in a special category and required participation by the property owners before
<br />such roads could be paved. After all interested persons had been given an opportunity
<br />to speak, the Board, upon motion made, duly seconded, unanimously resolved to close
<br />the public hearing and resume the transaction of business. Commissioner Rhyne
<br />moved the adoption of the following resolution:
<br />COUNTYWIDE SPOT STABILIZATION
<br />AND SCHOOL BUS SAFETY PROGRAM
<br />WHEREAS, it is proposed to continue the Countywide
<br />spot stabilization program, school bus safety programs,
<br />improving intersections, spot alignment, erosion control
<br />and small projects that may come up during the fiscal year
<br />to utilize $15, 000. 00.
<br />WHEREAS, the North Carolina Department of Trans-
<br />portation allocated bond funds of $29, 904. 00 are available and
<br />the anticipated July 1980 allocation of $72, 690. 00 will become
<br />available in mid-summer, a total of $102, 594. 00 for rural sec-
<br />ondary road improvements in Lee County for the forthcoming
<br />construction season and a public hearing was held on March 17,
<br />1980, in the County Commissioners Room in the Wilrik Building
<br />on expenditure of said funds.
<br />WHEREAS, it is proposed to retain 150/o of the total pro-
<br />posed allocation or $15, 389. 10 for small projects that may come
<br />up during the year such as road additions, property owner parti-
<br />cipation projects, volunteer fire department and rescue squad
<br />drives, project overruns, etc.
<br />WHEREAS, it is proposed to survey, secure right of way,
<br />grade, drain, base, pave, and erosion control straight down the
<br />priority list with available funds, provided rights of way are
<br />available. Roads to be considered for improvement during 1980-81
<br />Fiscal Year to utilize $72, 256. 43 are as follows:
