BOOK 9 iAv 667 <br />$600. 00, to operate a program to prepare students to pass the North Carolina <br />Competency Exam. Mr. Hill, on behalf of the Youth Commission, explained the <br />proposal whereby they hoped to use surplus funds from a program enabling the <br />Recreation Department to conduct a camp for delinquents. Upon motion made, seconded, <br />and duly adopted, the Youth Commission was duly authorized to approach the Juvenile <br />Division to see if the $3, 000. 00 in surplus funds could be used to purchase equipment <br />to be used by the Recreation Department to conduct a program for delinquents. Mr. <br />Hill explained that $10, 000. 00, was available through the Johnston-Lee County Comm- <br />unity'Action Program for a summer camp, and upon motion of Commissioner Nielsen, <br />seconded by Commissioner Rhyne, which motion was unanimously adopted, the Youth <br />Commission was granted permission to apply for this grant. <br />Commissioner Jack D. Funderburke moved that the Tax Supervisor <br />be authorized to employ Mr. Jon Moore as a mapper in the Tax Supervisor's Department, <br />effective May 1st. Commissioner Nielsen seconded the motion and upon a vote it was <br />unanimously adopted. <br />Mrs. Beatrice Fields, Mr. Mike Womble, Mr. James Holt, and Mr. <br />Howard McGinn, appeared before the Board as the Lee County Personnel Board. The <br />Board presented a written report which they reviewed with the Board of Commissioners. <br />The Board recommended a 10% increase in wages to be used for purposes of formulating <br />the budget and that department heads should reward experienced personnel by promotion <br />to additional steps within their salary grade. The Board thanked the Personnel Board <br />for their services and recommendations. <br />Mr. Elwin J. Buchanan, Grants Director, appeared before the Board. <br />Mr. Buchanan presented a budget for the County Water Line Extension Project to include <br />loops added to the City System. Rhyne moved that the proposed budget for the <br />project be approved. Commissioner Lila P. Nielsen seconded the motion and upon a vote <br />it was unanimously adopted. <br />Mr. Buchanan next reviewed with the Board, a grant for improvements <br />to the Lee County Jail. Following discussion, Commissioner Clyde J. Rhyne moved the <br />adoption of the following resolution: <br />WHEREAS, the BOARD OF COMMISSIONERS FOR LEE <br />COUNTY have determined it to be to the best interest of the cit- <br />izens of Lee County to make improvements to the Lee County <br />Jail; and <br />WHEREAS, Lee County has applied for a grant from the <br />North Carolina Department of Crime Control and Public Safety <br />in the amount of Seven Thousand Six Hundred Dollars ($7, 600. 00) <br />to assist in making improvements to the Lee County Jail; and <br />
