(9 BOOK 9 PA,E 675 <br />MINUTES OF REGULAR MEETING <br />OF <br />BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, May 5th, 1980 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened in the Commissioners Room on the second <br />floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, at <br />9:30 o'clock a. m. , on Monday, May 5, 1980. Those present for the meeting were <br />Commissioners Jack D. Funderburke, K. S. Harmon, Lila P. Nielsen, Clyde J. <br />Rhyne, and Gordon A. Wicker. The Chairman declared that a quorum was present and <br />the meeting was open for the transaction of business. <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />The invocation was given by the County Attorney, K. R. Hoyle. <br />The Board approved the draft of the minutes of the regular session <br />held on Monday, April 8, 1980. The Board amended the draft of the minutes of the <br />April 21, 1980, regular session. Following such amendment, both sets of minutes were <br />approved and ordered recorded upon motion of Commissioner Clyde J. Rhyne, seconded <br />by Commissioner Jack D. Funderburke, which motion was unanimously adopted. <br />Commissioner Clyde J. Rhyne reported that the Highway Division per- <br />sonnel had looked into the request from Mr. Lemuel Morrison and that the road in <br />question was in a subdivision and would require owner participation for improvement. <br />The Chairman read to the Board a letter from Mr. W. L. Foye of the <br />Board of Education staff inviting them to a dinner on May 28, 1970, honoring the teachers. <br />Commissioner Clyde J. Rhyne moved that the Chairman be authorized and directed to <br />designate May 28, 1980, as Teacher Appreciation Day and to issue a proclamation to that <br />effect. Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unani- <br />mously adopted. <br />Commissioner Clyde J. Rhyne presented the following resolution and <br />moved that it be adopted: <br />WHEREAS, the bond order hereinafter described has <br />taken effect and the Board of Commissioners desires to borrow <br />money for the purpose for which bonds are authorized to be <br />issued by said bond order in anticipation of the receipt of the <br />proceeds of the sale ofsaid bonds as hereinafter described; <br />NOW, THEREFORE, <br />BE IT RESOLVED by the Board of Commissioners of <br />the County of Lee, as follows: <br />
