9 BOOK 20 PAGE 940 <br />Strategic Initiatives Director Lesa Price discussed with the Board a recently <br />printed pamphlet from the County Commissioners Association entitled "Welcome to <br />Your County'. The pamphlet is an overview of County Government in North Carolina <br />and addresses such items as how a county is funded, where the money goes, setting a <br />budget, services offered, who runs the county, and who can be a Commissioner. A <br />copy was distributed to each Commissioner for review and use if needed during <br />presentations. Copies of the pamphlet are available in the County Manager's Office. <br />At 10:55 a.m. Chairman Hincks recessed the meeting till 1:30 p.m. when <br />Commissioners would meet with Representative John Sauls and Senator Bob Atwater <br />to discuss legislature concerns as it relates to Lee County. <br />Chairman Hincks reconvened the meeting at 1:30 p.m. on said date, in the Small <br />Conference Room 124) at the Lee County Government Center. Commissioners <br />present were W. Chad Adams, Robert H. Brown, Herbert A. Hincks, Jerry M. Lemmond, <br />Nathan E. Paschal, Robert T. Reives, and Amy L. Stevens. County Manager David M. <br />Smitherman, County Attorney K. R. Hoyle, Strategic Initiatives Director Lesa Price, and <br />Clerk to the Board Gaynell Lee were also present: <br />Chairman Hincks called the meeting to order and welcomed Representative John <br />Sauls and Senator Bob Atwater and thanked them for attending. <br />County Manager David Smitherman discussed the local legislative committee <br />that has been formed which is made up of himself, Commissioner Bob Brown, <br />Commissioner Amy Stevens, and Strategic Initiatives Director Lesa Price. The <br />committee was formed in order to study and better understand current legislative <br />issues. Strategic Initiatives Director Lesa Price gave a short power point presentation <br />outlining Medicaid issues/concerns as it relates to Lee County. <br />County Manager David Smitherman discussed two resolutions approved during <br />the morning meeting that addresses alternative revenue options for the County and a <br />resolution to address a 2006 Lee County State Legislative Agenda. The Board <br />discussed the need for a one-cent additional local sales and use tax that would be used <br />to offset school construction costs. Representative Sauls and Senator Atwater pledged <br />their support to assist Lee County in the upcoming Short Session of the General <br />Assembly. <br />Commissioner Stevens discussed the joint resolution to modify the Sanford-Lee <br />County Airport Charter that was discussed earlier in the day. After some discussion, <br />Chairman Hincks moved to rescind the motion from earlier in the day to allow the <br />Broadway Town Manager, City Manager and County Manager to be ex-officio non- <br />voting members, with the Director of Economic Development being a voting member. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, Reives, and Stevens <br />Nay: None <br />6 <br />
