Lee County does not support <br />legislation providing compensation to displaced private solid waste companies as a result of <br />annexation or the exercise of the County's solid waste franchising authority. <br />2. STATE FRANCHISE FOR CABLE TELECOMMUNICATION SERVICES. Lee County does <br />not support attempts by telecommunication companies to subvert local cable franchising <br />authority through state preemption. The County opposes any reform efforts that will weaken <br />local authority or reduce franchise fee revenue. <br />3. ALLOWABLE 911 EXPENDITUREWCAP CHARGE/STUDY (H1638). Lee County supports <br />clarifying authorized expenditures from the Emergency Telephone System Fund, capping <br />911 services charges and studying issues related to Article 1 of Chapter 62A of the General <br />Statues. However, Lee County does not support transfer of the responsibility for payment of <br />fees related to this service from the telephone providers to local government. <br />4. CLEANUP OF ABANDONED MOBILE HOMES (1-11288). Lee County supports legislation <br />that would provide funds to help pay for the removal and deconstruction of abandoned and <br />nuisance mobile homes. <br />5. MENTAL HEALTH REFORM. Lee County supports the Joint Legislative Oversight <br />Committee on Mental Health, Developmental Disabilities and Substance Abuse Service's <br />report regarding the need for changes to the current State reform plan (published April 27, <br />2006). <br />6. MANDATED PRIVATE WELL INSPECTIONS. Lee County does not support legislation to <br />require the County's mandatory inspection of private wells involved in private real estate <br />transactions. <br />7. STATEWIDE WASTE DISPOSAL TAX (H1769). Lee County does not support the <br />imposition of State taxes on the local waste disposal fees collected at County landfills and <br />transfer stations. <br />
