~ ~oo~ 9 ~rs~ 69~ <br />asking the Johnston-Lee Community Action Program to refund any rent heretofore <br />collected from non-profit day care organizations for the use of the facility furnish- <br />ed by Lee County, and to allow any future use by such organization rent free. <br />Commissioner Lila P. Nielsen seconded the motion and upon a vote, it was unani- <br />mously adopted. <br />The budget request for the Vocational Rehabilitation Department <br />was given tentative approval , upon motion of Commissioner Lila P. Nielsen, <br />seconded by Commissioner Clyde J. Rhyne, which motion was unanimously adopted <br />upon a vote. <br />Upon motion of Commissioner Clyde J. Rhyne, duly seconded and <br />unanimously adopted, it was resolved to direct the Vocational Rehabilitation Depart- <br />ment to give a report on its activities to the Board. <br />A representative of The Lee County Industrial Facilities and <br />Pollution Control Financing Authority appeared before the Board and advised <br />the Board of the Authority's adoption of a Resolution expressing its intention to <br />issue industrial development revenue bonds and authorizing the execution and <br />delivery of an inducement agreement pertaining to the financing of an industrial <br />project for William H. Rorer, Inc. The representative delivered a copy of the <br />Resolution and the Inducement Agreement to the Board, including the project <br />description set forth therein. A discussion of the project took place. <br />Commissioner Clyde J. Rhyne introduced the following resolution <br />which was read at length: <br />WHEREAS, the Board of County Commissioners <br />has created a political subdivision and body corporate <br />and politic of the State of North Carolina, known as <br />"The Lee County Industrial Facilities and Pollution Control <br />Financing Authority" (the "Authority"); and <br />WHEREAS', the Authority is authorized under the <br />Industrial and Pollution Control Facilities Financing Act, <br />Chapter 159C of the General Statutes of North Carolina, <br />as amended (the "Act"), to issue revenue bonds for the <br />purpose, among others, of paying all or any part of the <br />cost of any industrial project for industry; to acquire, <br />construct, improve and equip any such project; and to <br />make and execute agreements, security documents and <br />other contracts and instruments necessary or convenient <br />in the exercise of such powers; and <br />WHEREAS, the Authority has determined to issue <br />its industrial development revenue bonds to pay all or a <br />portion of the costs of the acquisition, construction and <br />installation of industrial facilities in Lee County for the <br />production of pharmaceutical products by William H. <br />Rorer, Inc. , including the acquisition of land and equip- <br />ment and the construction of buildings (the "Project"); <br />and <br />WHEREAS, the Authority intends to file officially <br />an application for approval of the Project with the Secre- <br />tary of the Department of Commerce (the "Department"), as <br />required by the Act; and <br />
