<br />Mrs. Fields presented to the Board a request for amendment to the
<br />budget appropriation for the ambulance service. After discussion, Commissioner
<br />Jack D. Funderburke moved that the ambulance service budget be amended to show an
<br />increase in revenue of $4,451 from a transfer of $2, 218 from the line item for equip-
<br />ment and an appropriation of $2, 233 from the unappropriated surplus in the General
<br />Fund and an appropriation of the same amount with $2, 233 allocated to auto mainte-
<br />nance, $218 allocated to insurance, and $2, 000 allocated to gas and oil. Commiss-
<br />ioner Lila P. Nielsen seconded the motion and upon a roll call vote, it was approved
<br />as follows:

<br />Mrs. Fields next presented a budget amendment request from the
<br />Parks and Recreation Commission. Commissioner Gordon A. Wicker moved that
<br />the budget for the Parks and Recreation Commission be amended to reflect an increase
<br />in revenue of $3, 763 by a transfer from the allocation for Salaries and Wages,
<br />Account No. 02 and an appropriation of the same amount with $1, 357 allocated to
<br />Professional Services, Account No. .04; $1, 806 allocated to Auto-Gas & Oil,
<br />Account No. .31; and $600 allocated to Auto Maintenance, Account No. . 17.
<br />Commissioner Clyde J. Rhyne seconded the motion and upon a roll call vote, it
<br />was adopted as follows:

<br />K. R. Hoyle, County Attorney, reported on the meeting in Raleigh,
<br />North Carolina, on May 15, 1980, between bond counsel, representatives of the
<br />Local Government Commission, the Chairman, the Finance Officer, and himself,
<br />concerning the proposed sale and issuance of the $7. 7 millon school bonds.
<br />The Chairman brought up for consideration the proposal from the
<br />City of Sanford on planning assistance to Lee County. The proposal was set forth
<br />in a letter from Mr. Harold McNeill, Director of Planning fot the City of Sanford,
<br />to the Chairman, dated April 28, 1980. The Clerk read aloud the letter in its
<br />entirety. After discussion, Commissioner Clyde J. Rhyne moved that the County
<br />authorize and direct the employment of the Planning Department of the City of
<br />Sanford for assistance to the Lee County Planning Department in subdivision review
<br />on the basis of the terms outlined in the letter from Mr. Harold McNeill to
<br />Chairman K. S. Harmon, dated April 28, 1980, a copy of which is on file with the
<br />Finance Officer and County Planning Department. Commissioner Jack D. Funder-
<br />burke seconded the motion and upon a vote, it was unanimously adopted.
<br />The Chairman announced that the North Carolina Association of
<br />County Commissioners will hold a conference on legislative matters on May 30,
<br />1980, at 12:30 o'clock p, m. , in the Albert Coates Center in Raleigh, North
<br />Carolina. The Board decided that Commissioner Lila P. Neilsen, would be its
<br />delegate to the conference provided she could arrange her schedule to permit her
<br />attending the conference.
<br />The matter of the Johnston-Lee County Community Action, Inc. ,
<br />renting the building on the grounds of the old County Home property to the day care
<br />center was discussed. Since the County furnishes the facility to the CAP rent free,
<br />the Board did not feel the CAP should collect rent from non-profit service organi-
<br />zations. Commissioner Clyde J. Rhyne moved that the Board go on record as
