Ask <br />BOOK 9 ors, 689 0 <br />Commissioner Jack D. Funderburke seconded the motion and <br />upon a roll call vote, it was adopted as follows: <br />AYE: Funderburke, Nielsen, Rhyne, Wicker and Harmon <br />NAY: None <br />Mr. Buchanan reported to the Board that the City of Sanford had <br />approved and executed the memorandum of understanding between the City and the <br />County, concerning the amendment to the 201 Sanford Area Wastewater Facilities <br />Plan. <br />Mr. Allen R. Choate of Williams & Works, Inc. , presented to the <br />Board a bid for preparing a grant application for assistance for the amendment to <br />Greater Sanford 2 01 Wastewater Facilities Plan. <br />Mr. Elwin J. Buchanan, presented a resolution concerning <br />.establishment of a balanced growth center area in Lee County. The resolution <br />was read by the Clerk and the matter discussed by the Board. Commissioner <br />Clyde J. Rhyne moved the adoption of the following resolution: <br />WHEREAS, the LEE COUNTY BOARD OF <br />COMMISSIONERS considers it to be to the best <br />interest of the citizens of Lee County, to join the <br />City of Sanford with an application identifying an <br />area for a Balanced Growth Center, and <br />WHEREAS, the General Assembly of North <br />Carolina, in order to assure that opportunities for <br />-a higher standard of living are available all across <br />the State, declares that it shall be the policy of the <br />State to bring more and better jobs to where people <br />live; to encourage the development of adequate public <br />services on an equitable basis for all of the State's <br />people at an efficient cost; and to maintain the State's <br />natural environmental heritage while accommodating <br />urban and agricultural growth; and <br />WHEREAS, it shall be the policy of the State <br />of North Carolina to support the expansion of the State <br />and to designate growth areas or center s with the <br />potential, capacity and desire for growth; and <br />WHEREAS, the Governor, with the advise <br />oc county and municipal government officials and <br />citizens, is charged with designating growth areas <br />or centers, which shall include at least one center <br />in each North Carolina county; and <br />WHEREAS, the County of Lee agrees with the concept <br />of balanced growth and seeks to be designated a growth center. <br />NOW, THEREFORE, BE IT RESOLVED, by the Lee <br />County Board of Commissioners: <br />1. That Lee County, in cooperation with the Sanford <br />Department of Planning and Community Development, prepare <br />a map showing the requested growth area. <br />2. That Lee County and the City of Sanford request <br />Regional Growth Status. <br />
