0 GOOK ti0 PAGE 811 <br />4. Moving Expenses. An eligible individual or family may receive moving and related <br />expenses in accordance with 49 CFR Part 24.301 or 24.302. <br />5. Temporary Relocation Expenses. Rehabilitation shall be conducted without relocation of <br />the affected occupants to the greatest extent feasible. Should relocation be necessary, a <br />comparable, decent, safe and sanitary dwelling must be located. Such relocation shall be <br />accomplished at the minimum feasible cost. Of the two moves involved, (out of and back <br />into the rehabilitated structure) the relocatee may choose a Fixed Payment for Moving <br />Expenses or an Actual Payment as described in the Uniform Act regulations. Temporary <br />relocation payments will be limited to cover only those expenses that would not otherwise <br />be normal to the relocatee. That is to say, expenses that are directly related to the <br />temporary relocation and which are above and beyond the normal expenses incurred by <br />the relocatee. These would include, but not be limited to reasonable expenses for lodging <br />and basic utilities for the period of dislocation, and costs for temporary storage of <br />household belongings. This would not include reimbursement for expenses that would <br />otherwise be incurred (meals, normal travel, phone bills, etc.). Relocatees are required to <br />submit receipts to the Community Development Department staff documenting the <br />expenses for which they are requesting reimbursement. Staff has the right to determine if <br />the receipts submitted are eligible expenses. <br />AFFIRMATIVE ACTION FOR LOW INCOME MINORITY PERSONS <br />All relocation assistance provided under this plan wi 11 be undertaken in a manner which is in <br />substantial compliance with the requirements of 49 CFR 24.205. Any low-income or minority <br />individual or family assistance under this plan shall not be required to move to an area of low <br />income and/or minority concentration as a condition of receiving relocation assistance, unless <br />they have been given opportunities to relocate to a comparable replacement dwelling that is not <br />located in an area of low-income and/or minority concentration, if such opportunities are <br />available. <br />RELOCATION RECORDKEEPING <br />Complete records, documentation and justification of payments made pursuant to this plan shall <br />be maintained in accordance with relocation record keeping re ire ents at 49 CFR 24.9. <br />C <br />erV< to he Board Chairman, Lee County Commissioners <br />Gaynell M.
