X013- 11_ <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />RESOLUTION BY THE LEE COUNTY BOARD OF COMMISSIONERS TO JOIN AMERICA'S <br />COUNTIES FOR ENERGY INDEPENDENCE (ACEI) <br />WHEREAS, unconventional oil and natural gas locked in shale are important sources of energy <br />in the United States; and, <br />WHEREAS, unconventional oil and natural gas development leads to local, state, and national <br />economic vitality and expansion of employment opportunities; and, <br />WHEREAS, a national -level organization is needed to assist counties possessing <br />unconventional oil and natural gas in sharing best practices for managing development of their <br />natural resources; and, <br />WHEREAS, such a national -level organization is most effectively organized by networking <br />county commissioners and administrators who are elected or appointed to manage natural <br />resources and to perform long -term economic planning for the public good, and, <br />WHEREAS, a national -level organization, named America's Counties for Energy Independence <br />(ACEI), has been constituted as a 501(c) 3 organization with Approved By -Laws as of May 24, <br />2013; and, <br />WHEREAS, the County Commissioners of Bradford County, PA; Lea County, NM; San Juan <br />County, NM; Wise County, TX; McMullen County, TX; and Caddo Parrish, LA have all resolved <br />to partner as members of ACEI in sharing best practices and relevant energy development <br />information for the collective good; <br />NOW, therefore, be it resolved that Lee County, North Carolina wishes to share in the exchange <br />of best practices pertaining to the development of oil and gas resources with established <br />energy - producing jurisdictions across North America; and, <br />That the Lee County, North Carolina Board of Commissioners agrees to join ACEI as an <br />emerging energy - producing county to enable more effective development of energy resources <br />and to raise the collective prosperity of its citizens. <br />4 <br />Adopted this of June 2013. <br />Charles T.
