BOOK 20 NGF 793 <br />LEE COUNITY BOARD OF ELECTIONS <br />STATE OF NORTH CAROLINA <br />COUNTY OF LEE <br />RESOLUTION TO RECOMMEND THE PURCHASE OF VOTING EQUIPMENT <br />WHEREAS, the Lee County Board of Elections has the authority and duty to recommend <br />a voting system of a type, make, and model approved certified by the State Board of <br />Elections for use in some or all voting places in the county at some or all elections in <br />accordance with G.S. 163-165.9; and <br />WHEREAS, the Lee County Board of Elections has witnessed a demonstration, in the <br />county or at a site designated by the State Board of Elections, of the type of voting system <br />being recommended and also witnessed a demonstration of at least one other type of voting <br />system certified by the State Board of Elections; <br />WHEREAS, we believe the State Board of Elections and the Office of Information <br />Technology Services is negotiating a Statewide Term Contract with certified vendors; <br />WHEREAS, grants from the HAVA Election Fund may be used by the County Boards of <br />Election for purchasing voting equipment from a certified vendor and the Countv is entitled to <br />receive up to $227,776.00 from the HAVA Election Fund based on the formula of 512,000.00 per <br />precinct. S12,000.00 per One-Stop sites, plus $9,9$9,00 for the purchase of backup units, plus <br />$1.00 for each voter that turned out in the 2004 presidential election but not less than $10;000.00 or <br />more than $100,000.00 and an additional 530,000.00 from the State allocated HAVA funding <br />grant; <br />WHEREAS, the Lee County Board of Elections will lose access to the $30.000.00 from the <br />State allocated HAVA funding if this grant is not encumbered by April 1, 2005; <br />WHEREAS, the Lee County Board of Elections must encumber the HAVA Election Funds <br />of $197.776.00 prior to being able to access the additional State allocated HAVA funding; <br />WHEREAS, the State allocated HAVA funding of $30,000.00 will cover some expenses <br />that the HAVA Election Fund of $197.776.00 will not cover, expenses that the County would <br />otherwise have to incur; <br />WHEREAS. the Lee County Board of Elections will continue to use Ivli <br />voting syste crovote htfinity <br />m contingent upon the state re-certification process being completed and the upgrade <br />cost would be approximately $56.000.00 for the VVPAT; <br />WHEREAS, the Lee County Board of' Elections will purchase and use 17 optical scan <br />machines and purchase and use 16 DRE units for ADA compliance in the May, 2006 primary: <br />
