LEE COUNTY <br />Committed Today for a Better Tomorrow <br />BOOK 2:0 f'.AGE 775 <br />MINUTES OF THE SPECIAL BOARD RETREAT <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />January 30-31,2006 <br />The special Board Retreat with the Board of Commissioners for the County of <br />Lee, State of North Carolina, convened at 8:30 a.m. each morning on January 30-31, <br />2006, at the Perkins Farm, Highway 421 North, Sanford, North Carolina. <br />Commissioners present each day were W. Chad Adams, Robert H. Brown, Herbert A. <br />Hincks, Jerry M. Lemmond, Nathan E. Paschal, Robert T. Reives, and Amy L. Stevens. <br />Staff members present each day were County Manager David M. Smitherman, County <br />Attorney K. R. Hoyle, Assistant County Manager Kenny Cole, Strategic Initiatives <br />Director Lesa Price, Clerk to the Board Gaynell M. Lee, and Leedership Team members <br />Ryan Draughn, Debbie Davidson, Brenda Potts, Lisa Minter, and Jim Groves. <br />Ms. Vaughn Upshaw from the School of Government in Chapel Hill facilitated the <br />two day retreat. Other participates were Mr. Jonathan Morgan, UNC-Chapel Hill School <br />of Government; Mr. Paul Meyer, County Commissioners Association; Mr. Michael <br />Sandy, Planning Director from Stanly County; and Mr. Ted Cole, President of Davenport <br />& Company, Richmond, Virginia. Representatives from the City of Sanford, Sanford <br />City Council, Town of Broadway, and members of the Lee County Economic <br />Development Corporation also attended the morning session on January 31, 2006. <br />The Board took no action on items discussed during the Retreat. <br />The Board concluded their annual Retreat at approximately 4:30 p.m., Tuesday, <br />January 31, 2006.1 <br />Herbert A.
