BOOK 22 P,9Gt 930 <br />Reives moved to approve the Interlocal Contract for 911 and Interlocal Agreement for Dispatch <br />Services with the City of Sanford, copies of which are attached to these minutes and by this reference <br />made a part hereof, and to let citizens send written complaints to the Commissioners, who will act as <br />the grievance committee. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, and Reives <br />Nay: Shook <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />The Board considered the Lee County Tax Collector's Annual Settlement. Tax Administrator <br />Dwane Brinson stated each year the Tax Collector must make settlement with the governing body per <br />North Carolina Gen Stat 105-373 where the governing board charges the Tax Collector with collecting <br />taxes for the current fiscal year. This "charge" gives the Tax Collector authority to use enforced <br />collection measures and gives notice that the tax lien is first in priority. Mr. Brinson presented a power- <br />point presentation highlighting aspects of this year's settlement as well as the performance of the tax <br />office for FY 2009. Commissioner Reives moved to approve The Order Authorizing the Lee County <br />Tax Collector to Collect Taxes and a Resolution Approving Tax Collector's Annual Settlement for FY <br />2009 and Prior Years, copies of which are attached to these minutes and by this reference made a part <br />hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered their meeting schedule for the month of September 2009. Commissioner <br />Kelly moved to hold one meeting at 6:00 p.m., Monday, September 21, 2009. Upon a vote, the results <br />were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a voting delegate for the Annual North Carolina Association of County <br />Commissioners (NCACC) conference scheduled for August 27-30 in Catawba County. Each Board of <br />Commissioners is asked to select a voting delegate who will be responsible for casting their county's <br />vote during the annual business session. Commissioner Kelly nominated Commissioner Dalrymple as <br />Lee County's voting delegate for said conference. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Purchasing and Contracting Policy for the County. Finance Director <br />Lisa Minter told the Board that Lee County has operated under an informal purchasing policy for years <br />following North Carolina General Statures for formal bids and requiring informal bids at a threshold of <br />$5,000 rather than the statutory threshold of $30,000. At the June Commissioners' meeting, questions <br />were raised about how the County handles informal bids. A "draft" policy was submitted to the Board <br />6 <br />
