BOOK 22 PAGE 981 <br />Credit - The right granted by a creditor to defer payment or debt or to incur debts and <br />defer its payment or to purchase property or services and defer payment therefore. <br />° Creditor - Any person who regularly extends, renews, or continues credit; or any <br />assignee of an original creditor who participates in the decision to extend, renew, or <br />continue credit. <br />Identifying Information - Any name or number that may be used, alone or in <br />connection with any other information, to identify a specific person, including any: <br />1) Name, address, telephone number, social security number, date of birth, official <br />state or government issued driver's license or identification number, alien <br />registration number, government passport number, employer or taxpayer <br />identification number; <br />2) Unique biometric data, such as fingerprint, voiceprint, retina or iris image, or <br />other unique physical representation; <br />3) Unique electronic identification number, address or routing code; or <br />4) Telecommunication identifying information or access device. <br />Identity Theft - Fraud committed using the identifying information of another person. <br />Notice of Address Discrepancy - Notifies the user of a substantial difference <br />between the address the user provided and the address in the nationwide consumer <br />reporting agency (NCRA). <br />Red Flag - A pattern, practice, or specific activity that indicates the possible <br />existence of identity theft. <br />Findings <br />A complete assessment of the County's accounts revealed that the majority of fees and <br />charges imposed by the County are considered one-time fees and require payment in <br />advance. The "covered accounts" listed below offer deferred payments, thus the <br />regulation of FACTA do apply. <br />(a) Recreation Fees - The County charges recreation fees for various programs and <br />services offered by the county. Most of these fees require payment in advance. <br />Fees deferred until a future date are however, primarily for businesses and not <br />family or household customers. Records kept for these accounts may include the <br />following identifying information: A person's name, business name, address and <br />telephone number. These accounts do not contain social security or Federal <br />Identification numbers so the risk of identity theft and potential of identity theft is <br />low. <br />Identity Theft/Red Flag Rules Page 3 <br />
