BOOK '42 PALE 929 <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a request from the Lee County Board of Education to apply for Qualified <br />Zone Academy Bonds (QZAB) and a Qualified School Construction Bonds (QSCB). County Manager <br />John Crumpton stated as part of the Federal Investment and Recovery Act, Lee County is eligible to <br />apply for zero interest bonds through a Qualified Zone Academy Bond and a qualified School <br />Construction Bond. At this time the QZAB amount that the County can apply for is between $500,000 <br />and $4,000,000. Lee County is eligible to apply for $1,760,725 in QSCB funds. This amount may grow <br />as other counties turn allocated funds back into the State. Mr. Crumpton stated the Board of Education <br />would like these funds to be used as part of the Lee County High School Renovation and Construction <br />Project. Applications are due by July 31, 2009, and bonds must be issued by December 31, 2009. It <br />was further stated the bonds would have to be repaid over a twelve (12) year period. Depending on the <br />amount of money the County is awarded, the annual payment will range from $190,000 to $500,000. <br />Based on the time frame for issuing the debt, the first payment would occur in the FY 2011 budget. A <br />priority list for projects at Lee County High School was presented for review, a copy of which is <br />attached to these minutes and by this reference made a part hereof. After discussion, Commissioner <br />Oldham moved to allow the Lee County Board of Education to apply for the above referenced grants. <br />Commissioner Reives stated, "he is not in opposition as long as there is no kind of tax increase <br />involved." Upon a vote of the motion, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Discussion continued concerning the placement of the %-cent sales tax on the November referendum, <br />Commissioner Kelly moved to adopt a resolution requesting the Lee County Board of Elections hold a <br />special election on Tuesday, November 3, 2009, on the question of whether to levy a local sales tax in <br />Lee County with the county paying for any additional costs associated above what the City of Sanford <br />and Town of Broadway will pay for their municipal elections. A copy of said resolution is attached to <br />these minutes and by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, and Reives <br />Nay: Shook <br />The Chairman ruled the motion had been adopted by a 6 to 1 vote. <br />The Board considered an Interlocal Contract for 911 and Interlocal Agreement for Dispatch <br />Services with the City of Sanford. County Manager John Crumpton told Board members the City of <br />Sanford and Lee County have been discussing the new 911 regulations covering the disbursement of <br />911 fees since April 2008. The State Legislature passed new regulations that went into effect on <br />January 1, 2008, that changed the way the State 911 Board operated. Under the new rules the 911 <br />Board can only disburse funds to the Primary Public answering Point (PSAP). However, the State <br />Treasurer recognizes the County as the recipient of the 911 funds and the responsible party for PSAP <br />operations in Lee County. The 911 Board has withheld Lee County's 911 funds because the City and <br />County did not have a contract for the City to provide these services on behalf of the County. Once a <br />signed contract is in place, funds will be released to the County. Commissioner Shook expressed <br />concern that no grievance section was listed in either agreement.
