If no grant money can be located, the citizens on North Plank Road <br />would have to pay for the extension through the City of Sanford's assessment program. Mr. Crumpton <br />further stated that the County no longer operates a water system and therefore has no revenue to <br />match grants for water line extensions. If the County wishes to get back into the water line extension <br />business, all areas of the County would need to be looked at, not just North Plank Road. After <br />discussion, the County Manager was instructed to work with the City Manager on the issue and bring a <br />recommendation in writing to the Board at their August meeting. <br />At this time the Board conduced a public hearing for the FY 2009-2010 COLTS Rural Operating <br />Assistance Grant. Senior Services Director Debbie Davidson outlined the funding levels that have <br />been allocated to Lee County for a total of $190,221.00: <br />• Elderly and Disabled Transportation Assistance - $79,380.00 - no local match required; <br />• Employment/Work First - $16,549.00 - no local match required, and <br />• Rural General Public - $94,292.00 - minimum match - 10% fare charged to passengers <br />Ms. Davidson stated a notice had been placed in The Sanford Herald and notices in both English and <br />Spanish had been posted in the COLTS vehicles and other public buildings within Lee County. <br />Chairman Hayes opened the public hearing that had been advertised for this date and time. <br />No one present spoke in favor of or in opposition to the proposed grant. <br />Chairman Hayes closed the public hearing. <br />Commissioner Reives moved to approve the FY 2009-2010 Rural Operating Assistance Grant <br />as presented, a copy of which is attached to these minutes and by this reference made a part hereof. <br />Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />At this time the Board conducted a public hearing for the Lee County Solid Waste Management <br />Plan Update for 2009-2019. Solid Waste Superintendent Joe Cherry told Board members that NC <br />General Statute 130A-309.09A requires each unit of local government to develop a 10-year <br />comprehensive solid waste management plan to be updated every three years. The plan presented <br />covers the planning period for 2009-2019. <br />Chairman Hayes opened the public hearing that had been advertised for this date and time. <br />No one present spoke in favor of or in opposition to the proposed Plan. <br />Chairman Hayes closed the public hearing. <br />Commissioner Dalrymple moved to approve a Resolution Accepting and Endorsing the Solid <br />Waste Management Plan of 2009-2019 for Lee County, a copy of which is attached to these minutes <br />and by this reference made a part hereof.
