Commissioner Kelly moved to approve Mr. Crumpton's recommendation to close the <br />landfill effective June 30, 2008, and have Richardson Smith Gardner & Associates assist in the <br />closing process. Upon a vote, the results were as follows: <br />Aye: Brown, Kelly, and Reives <br />Nay: None <br />Chairman Reives moved the motion had been adopted unanimously. <br />BRAC Funding - County Manager John Crumpton stated the FY 2007-08 budget included <br />$23,300 for BRAC expenses. During budget deliberations, the Finance Committee was notified of <br />an increase in BRAC costs, however, they voted not to increase the level of funding in the FY <br />2007-08 budget. Lee County has an obligation as a Trier I county of $31,938 for BRAC funding. <br />A bill has now been received from the BRAC Regional Task Force for an additional $8,638, the <br />difference between the $31,938 and the FY 2007-08 budgeted amount of $23,300. After much <br />discussion, Commissioner Brown moved to increase BRAC funding by $8,638. Upon a vote, the <br />results were as follows: <br />Aye: Brown, Kelly, and Reives <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Sandhills Center Request - County Manager John Crumpton told Committee members a <br />letter had been received from Sandhills Mental Health asking permission to make improvements <br />to the county owned building located at 130 Carbonton Road (Mental Health Facility). Mr. <br />Crumpton discussed the following improvements requested for the Carbonton Road facility: <br />• Paint and wallpaper; <br />• Installation of new carpet, <br />• Installation of "hanging ceiling" in the Medical Records section; <br />• Rewiring of light fixtures due to new ceiling, <br />• Re-routing of heatinglair conditioning duct work due to new ceiling, and <br />• Removal of one non-load bearing wall <br />If approved, Sandhills will insure that all necessary permits are obtained and that work <br />completed is in compliance with current building codes. The Sandhills Center will fund all work <br />completed. After some discussion, Mr. Crumpton was asked to work with Sandhills Director Mike <br />Watson on other options for staff to be housed. <br />Gymnastics Facility - County Manager John Crumpton discussed a lease option for Lee <br />County Parks & Recreation gymnastics programs. Mr. Crumpton stated that currently gymnastic <br />programs are housed at the old Ford Building on Carthage Street and charged $1,000 per month <br />for the 7,500 square feet facility that has no air conditioning. Parks and Recreation Director John <br />Payne has negotiated a 3-year lease for a 7,700 square feet, air-conditioned facility at the Moore <br />Business Park that would cost $2,500 per month. In prepared spread-sheets, Mr. Payne stated <br />that if the program moved in January 2008 to a new location, an additional $9,000 would be <br />needed in FY 2007-08. Gymnastics fees are increasing by $10.00 per hour in January 2008 <br />(approved in the FY 2007-08 budget). Based on prior year's fee collections in the months of <br />January through June, the increase would produce approximately $3,100 to cover the additional <br />
