BK - 00025 PG <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Tax Administrator Mary Yow and Appraisal Manager Lisa Faulkner gave an update on <br />the 2013 Revaluation Appeals Project. 2013 Revaluation notices were mailed on February 15, <br />2013 and taxpayers were allowed 30 days to file an informal appeal to the Tax Assessor. <br />Appraisal staff accepted written appeals by mail, on -line and in person. After the informal <br />appeal time passed, staff continued to review properties under appeal and decision letters <br />were mailed on April 5, 2013. Taxpayers that wish to appeal further or that missed the <br />informal appeal deadline can appeal their 2013 value to the Board of Equalization and Review <br />(Board of E & R). Formal appeals to the Board of E & R must be filed by May 1, 2013, the <br />scheduled date of adjournment. After May 1, the Board may continue to meet to hear appeals <br />timely filed but cannot accept new appeals. A training session for the Board of E & R was held <br />April 10, 2013 and hearings will begin on April 18, 2013. After the Board has heard all appeals <br />and made decisions, the tax payers will be notified by mail. The next step for citizens would be <br />to appeal the decision of the Board of E & R to the North Carolina Property Tax Commission. <br />Ms. Yow stated that to date, 1,758 appeals have been received and 89 appeals are ready to <br />go to the Board of E & R at this time. No action was taken. <br />The Board considered the appointment of a Chairman for the Board of Equalization and <br />Review. This item was added to the agenda at the beginning of the meeting. According to <br />General Statute §105 -322, the Board of Commissioners must appoint the Chairman of the <br />Board of Equalization and Review (Board of E & R). Commissioner Dalrymple nominated Rev. <br />Herman Morris to serve as Chair. Commissioner Womack nominated Mike McDonald. <br />Commissioner Womack moved to close nominations. Upon a vote of Rev. Morris as Chair, the <br />results were as follows: <br />Aye: Dalrymple, Frazier, and Reives <br />Nay: Knecht, Parks, Smith, and Womack <br />The Chairman ruled the motion had failed with a 4 to 3 vote. <br />Upon a vote of Mr. McDonald as Chair, the results were as follows: <br />Aye: Knecht, Parks, Smith, and Womack <br />Nay: Dalrymple, Frazier, and Reives <br />The Chairman ruled that Mr. Mike McDonald had been selected as Chairman of the Lee <br />County Board of Equalization and Review. <br />At this time, the Board took a 5- minute recess. Upon returning from recess with all <br />members present, the meeting resumed. <br />4 <br />
