A4 <br />,, reafive <br />• At this time, most of Lee County's available sites are relatively small and will attract <br />companies that may not meet the investment threshold. This puts assets at odds with the <br />incentive policy. If Lee County had very good, very large sites, then a policy that focused <br />on larger projects may be practical. However, at this time, this threshold does not match <br />with the current inventory of product. <br />Clause 7 <br />"Any Company receiving an incentive must commit to continue operations, without seasonal <br />variations that cause its number of jobs to fall below required levels, for the duration of the <br />incentive period." <br />• State programs typically require an annual (or quarterly) reporting of employment to <br />ensure that job creation commitments are met. <br />Clause 8 <br />"Economic incentives will not be offered in advance of business investment or job creation in <br />Lee County." <br />• I assume it means to say "will not be paid upfront or in advance of... ". The offer must be <br />made and accepted as part of the required "but for" imperative of incentives. <br />Clause 9 <br />"The County will review requests for public infrastructure which benefit the business and the <br />entire community as an alternative to incentives." <br />• These types of incentives should be emphasized by the policy. Often a large part of the <br />total incentive package is things other than cash grants. <br />Clause 10 <br />"All incentives shall be paid pursuant to a written incentive agreement between Lee County and <br />the recipient business.
