LEE COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING OF THE <br />COMMITTEE TO STUDY <br />INTERLOCAL AGREEMENTS BETWEEN THE <br />COUNTY OF LEE AND CITY OF SANFORD <br />March 11, 2013 <br />The joint sub - committee appointed to study interlocal agreements between the County <br />of Lee and the City of Sanford met for their final meeting at 1 p.m., Monday, March 11, 2013, in <br />the West End Conference Room, Sanford City Hall, 225 E. Weatherspoon Street, Sanford, <br />North Carolina. Commissioner appointed members present were Amy M. Dalrymple, Kirk D. <br />Smith, and James K. Womack. City Council appointed members present were Poly Cohen, <br />Sam Gaskins, and Rebecca Wyhof. Staff in attendance included County Manager John <br />Crumpton, City Manager Hal Hegwer, Assistant County Manager /Finance Director Lisa Minter, <br />and Clerk to the Board Gaynell Lee. Chairman Charles Parks was also present for the <br />meeting to observe. <br />The Committee briefly discussed representation on the Airport Authority that was not <br />discussed at either of the previous meetings. It was noted that the Economic Development <br />Director serves on the Airport Authority. Since there is currently no EDC Director, and not <br />knowing what the outcome will be with reorganizing that department, a local bill may be <br />needed to change the composition of the Authority. If so, a bill will need to be presented soon. <br />Fire service contract between the City and County for Clearwater Drive was discussed. <br />Currently the City requires the $36,000 annual payment as a one -time up -front payment. The <br />County would like to change this to a quarterly payment. Mr. Hegwer and other committee <br />members from the City did not have a problem with changing the payment schedule as <br />discussed. <br />The Committee discussed solid waste. Currently there is no agreement between the <br />City and County for solid waste pickup. The City of Sanford recently approved a five -year <br />contract with Waste Industries (switched from Waste Management). County Manager John <br />Crumpton stated there had never been an interlocal agreement concerning the transfer station. <br />However, the County always included the City's waste tonnage whenever the rate was <br />negotiated with Waste Management. The County has issued a Request for Proposal (RFP) <br />that is due March 25tH <br />
