BK:00025 PG - 0403 <br />LEE, COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING OF THE <br />COMMITTEE TO STUDY <br />INTERLOCAL AGREEMENTS BETWEEN THE <br />COUNTY OF LEE AND CITY OF SANFORD <br />FEBRUARY 20, 2013 <br />The joint sub - committee appointed to study interlocal agreements between the County of Lee <br />and the City of Sanford met for their second meeting at 11 a.m., Wednesday, February 20, 2013 in the <br />West End Conference Room, Sanford City Hall, 225 E. Weatherspoon Street, Sanford, North Carolina. <br />Commissioner appointed members present were Amy M. Dalrymple, Kirk D. Smith, and James K. <br />Womack. City Council appointed members present were Poly Cohen, Sam Gaskins, and Rebecca <br />Wyhof. Staff in attendance included County Manager John Crumpton, City Manager Hal Hegwer, <br />Assistant County Manager /Finance Director Lisa Minter, City Attorney Susan Patterson, and Clerk to <br />the Board Gaynell Lee. <br />Commissioner Womack stated he had met on February 19th with Community Development <br />Director Bob Bridwell to discuss issues discussed at the first meeting. Mr. Womack suggested the <br />County find a way in the upcoming year to relocate the entire Planning /Community <br />Development/Inspections /GIS Departments who needed to be located in one building, along with Mr. <br />Bridwell. Currently these departments are located in several buildings which makes it hard for Mr. <br />Bridwell to supervise. The Mental Health building located on Carbonton Road was discussed as a <br />possible location for these offices to move in to. The department would remain as the joint City- County <br />Planning Department. There is still a need for a list of reports to be provided to the City and County on <br />a monthly basis by Mr. Bridwell and he will be asked to appear before the Commissioners monthly to <br />give updates and reports. <br />Mr. Crumpton stated he would talk with the Sandhills Center about moving them from the <br />Carbonton Road location to another location provided by the County. <br />Increasing fees to cover expenses in the Building Inspections Department was discussed. At <br />one time, the department was able to cover most of their expenses with building permit fees, but that <br />changed during the recession. Currently permit fees for Sanford -Lee County are below the average <br />around the state. Increasing permit fees will help offset the expenditures and will be addressed in the <br />upcoming budget. <br />The Committee discussed tax collections which the City pays 1 percent to the County for <br />collection of city taxes. The City thinks they pay too much for this service and would like to be charged <br />a flat fee; the City requested they pay the County the exact cost associated with the collection of City <br />taxes. County Committee members would like to increase the fee to 2 percent. <br />Commissioner Womack gave a brief update on an EDC meeting held earlier on this date. The <br />EDC is interested in creating a single entity — a public - private collaboration for economic and <br />
