BRITT <br /> REGISTER OF DEEDS <br /> FILED Nov 14, 2024 <br /> AT 09:06:35 am <br /> BOOK 00004 <br /> START PAGE 0066 <br /> END PAGE 0067 <br /> INSTRUMENT # 07213 <br /> EXCISE TAX (None) <br /> w lie <br /> Resolution Supporting a Speed Reduction for Kelly Drive(State Road 1521)from the Sanford City <br /> Limits to Pumping Station Road from 55 MPH to 35 MPH <br /> WHEREAS, Kelly Drive(State Maintained Road 1521)extends from Pumping Station Road, located in <br /> Lee County,to the City of Sanford limits; and <br /> WHEREAS,the section of Kelly Drive that extends from Pumping Station Road to the City's limits has a <br /> speed limit of 55 miles per hour, as set by the North Carolina Department of Transportation; and <br /> WHEREAS, Kelly Drive is a major thoroughfare through Lee County, with travelers driving to and from <br /> Central Carolina Community College(1105 Kelly Drive), Lee County High School (1708 Nash Street), <br /> Stepping Stones Children's Center(l 550 Kelly Drive), and the Stevens Center(1576 Kelly Drive); and <br /> WHEREAS, due to the businesses and schools located off Kelly Drive, many of the travelers on Kelly <br /> Drive are teenagers or young adults; and <br /> WHEREAS, drivers traveling east on Kelly Drive, towards Pumping Station Road and to US-42l/NC- <br /> 87, must navigate a blind curve at 55 MPH as they approach Stepping Stones Children's Center and the <br /> Stevens Center; and <br /> WHEREAS, visitors, employees and families of Stepping Stones Children's Center and the Stevens <br /> Center have to slow down to turn into these establishments, which is dangerous and poses a risk of a <br /> crash, while other vehicles are traveling at 55 MPH and above; and <br /> WHEREAS, adjacent to the Stepping Stones Children's Center is a proposed mixed use development that <br /> will enter and exit Kelly Drive on the blind curve and will add additional traffic as more vehicles will be <br /> slowing down to enter and exit the proposed site, in addition to the existing businesses; and <br /> WHEREAS, the Stevens Center has reported their marquee sign has been destroyed twice by vehicle <br /> crashes and two crashes have occurred in the trees in front of the building; and <br /> WHEREAS, on July 15,'2024,the North Carolina Department of Transportation evaluated the speed <br /> limit reduction request on Kelly Drive between the City of Sanford limits and US 421 and found no basis <br /> upon which to reduce the current 55 MPH speed limit; and <br /> WHEREAS, Deep River Road(State Maintained Road 1466)has no blind curves and is predominately a <br /> straight thorough-fare from the US 1 15/501 intersection to the US l interchange has a 45 MPH speed <br /> limit; and <br />
