LEE COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING OF THE <br />COMMITTEE TO STUDY <br />INTERLOCAL AGREEMENTS BETWEEN THE <br />COUNTY OF LEE AND CITY OF SANFORD <br />February 12, 2013 <br />The joint sub - committee appointed to study interlocal agreements between the County <br />of Lee and the City of Sanford met at 6 p.m., Tuesday, February 12, 2013 in the West End <br />Conference Room, Sanford City Hall, 225 E. Weatherspoon Street, Sanford, North Carolina. <br />Commissioner appointed members present were Amy M. Dalrymple, Kirk D. Smith, and James <br />K. Womack. City Council appointed members present were Poly Cohen, Sam Gaskins, and <br />Rebecca Wyhof. Staff in attendance included County Manager John Crumpton, City Manager <br />Hal Hegwer, Assistant County Manager /Finance Director Lisa Minter, City Attorney Susan <br />Patterson, and Clerk to the Board Gaynell Lee. <br />The sub - committee discussed various issues — with the main discussion being on the <br />role of the current Planning Department and Community Development Department. <br />Communication issues between the County, City, and Planning Department were discussed. <br />In recent months several projects have been approved by the Planning Department (City) that <br />has not been shared with the County. It was felt that the County should receive the same <br />information on planning /permitting issues as the City. Commissioner Womack suggested that <br />an office be set up at the Summit Drive building for Community Development Director Bob <br />Bridwell, who works for both the City and County. This was suggested as a way to support <br />better communication between the County and City. It was agreed that in the future any <br />reports received by the City would also be given to the County. <br />Other items discussed included issues on fracking, a replacement for Community <br />Development Director Bob Bridwell who has stated he plans on retiring in approximately two <br />years, permits, allocation for funding of Community Development, Code Enforcement, <br />relocation of the current Planning — Inspection Departments, keeping the County updated on <br />grants the City applies for, hiring more staff in the Planning Department to work on upcoming <br />fracking issues, annexing to get sewer /water outside the city limits, county -wide water, DOT <br />reports to City and County at the same time, and work on the 20/20 Land Use Plan. <br />Commissioner Dalrymple stated she would like to keep the Planning and Inspection <br />Departments together because of the positive feedback she has received from citizens on <br />these two departments being combined and in one location. <br />
