BRITT <br /> REGISTER OF DEEDS <br /> FILED Oct 17, 2024 <br /> AT 01:59:02 pm <br /> BOOK 00004 <br /> START PAGE 0056 <br /> END PAGE 0057 <br /> INSTRUMENT # 06567 <br /> EXCISE TAX (None) <br /> • Ado <br /> s <br /> RESOLUTION APPROVING LEE COUNTY TO SUBMIT AN APPLICATION <br /> FOR THE NORTH CAROLINA DEPARTMENT OF COMMERCE RURAL ECONOMIC <br /> DEVELOPMENT GRANT—BUGGY BUILDING IMPROVEMENT PROJECT <br /> WHEREAS,the North Carolina Department of Commerce,through the Rural Economic Development <br /> Division, is authorized under N.C.G.S. § 14313-472.127 to administer grants to local government units to <br /> support downtown revitalization and economic development activities; and <br /> WHEREAS,this program allows Tier 2 units of local government to submit projects within their <br /> downtown districts to be eligible for potential funding; and <br /> WHEREAS,the maximum grant amount is$850,000.00 per grantee and may not exceed$12,500.00 per <br /> projected job reasonably anticipated to be created or retained; and <br /> WHEREAS,renovations or additions to publicly owned buildings in a downtown district that serve a <br /> public,community-wide use can be eligible for funding; and <br /> WHEREAS,the grant requires a 5%match of local government funding that cannot be derived from <br /> other state or federal grant funds or from an in-kind match but the County intends to make a 7.64%match <br /> of funds; and <br /> WHEREAS,if awarded,the project will require significant compliance and monitoring by the Rural <br /> Economic Development Division and therefore,county staff will be responsible for ensuring all grant <br /> requirements are followed; and <br /> WHEREAS, Lee County owns the Buggy Building located at 115 Chatham Street, in the downtown <br /> Sanford district,which provides a public, community-wide use and central location for developers and <br /> homeowners to seek necessary governmental services from Lee County finance,GIS, and environmental <br /> health departments,the Let County and the City of Sanford's planning and inspections department, and <br /> the economic development nonprofit organization Sanford Area Growth Alliance;and <br /> WHEREAS, Lee County intends to submit an application for the Buggy Building Improvement Project <br /> that consists of replacing the entire roof on the building and installing waterproofing measures along the <br /> perimeter of the building along 115 Chatham Street. <br /> NOW,THEREFORE,BE IT RESOLVED that the Lee County Board of Commissioners authorize and <br /> approve the following: <br /> 1. The Board of Commissioners authorizes Lee County,through its Grant Administrator and County <br /> Manager,to submit a formal application to the North Carolina Department of Commerce Rural <br /> Economic Development Division, Rural Downtown Economic Development Grant to request <br /> $799,500 in grant assistance for the Buggy Building Project. <br />
