RESOLUTION
URGING THE USE OF INHIBITORS IN METH PRODUCTION
WHEREAS, the manufacture of methamphetamine causes significant adverse impacts on the health,
welfare, and safety of the citizens by reason of the toxic and volatile compounds used in manufacture
or produced as byproducts of manufacture of the drug, and
WHEREAS, the health, welfare, and safety of citizens are adversely impacted by the many crimes
associated with the manufacture, sale, and use of methamphetamine including theft, burglary, child
abuse and neglect, assault, and driving under the influence of a controlled substance, and
WHEREAS, methamphetamine is a powerful, addictive stimulant that is illegally manufactured in
super labs and small clandestine labs throughout the United Sates, and
WHEREAS, illegal production of methamphetamine should be eliminated through strict law
enforcement, tough penalties for violators, community education and precursor chemical supply
restrictions at all levels including our national borders and retail distribution, and
WHEREAS, all legislation should allocate appropriate funding to implement law enforcement
mechanisms, education and supply provisions contained in legislation, regulation and guidelines, and
WHEREAS, Congress enacted a bill to remove pseudoephedrine, a key component in making
methamphetamine, from open shelf stocking; and
WHEREAS, anhydrous ammonia, a fertilizer, is another key ingredient in making the highly addictive
drug methamphetamine; and
WHEREAS, studies conducted by the U.S. Drug Enforcement Administration and the U.S. Dept. of
Transportation have shown that adding calcium nitrate, another common fertilizer compound, to
anhydrous ammonia renders it useless in the production of methamphetamine.
NOW, THEREFORE BE IT RESOLVED, that the Lee County Board of Commissioners believes that
methamphetamine abuse is a serious problem, and supports the need for a comprehensive, multi-
faceted approach and solution, including strict law enforcement, appropriate funding for law
enforcement, education and treatment programs; tough penalties for violators who illegally use,
produce and distribute methamphetamine; restrictions on the sale of precursor chemicals; the use of
inhibitors, and respectfully urges Congress and all state legislatures to pass comprehensive measures
that discourage individuals from making methamphetamine through support for law enforcement, lab
cleanup, education and treatment, and the use of inhibitors in anhydrous ammonia.
Adopted this the 19th day of February 2007.
