BK:00025 PG - 0327 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />SPECIAL CALLED JOINT MEETING <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />AND THE <br />TOWN OF BROADWAY COMMISSIONERS <br />JANUARY 31, 2013 <br />The special called joint meeting of the Board of Commissioners for the County of Lee, <br />State of North Carolina, and the Broadway Town Commissioners, was held at the Broadway <br />Community Building, 111 N. Main Street, Broadway, North Carolina, at 6 p.m., on said date. <br />Commissioners present were Amy M. Dalrymple, Dr. Ricky D. Frazier, Dr. Andre Knecht, <br />Charles T. Parks, Kirk D. Smith, and James K. Womack. Commissioner Robert T. Reives was <br />absent due to health issues. Staff present included County Manager John Crumpton, <br />Assistant County Manager /Finance Director Lisa Minter, Attorney John Jackson (representing <br />Interim County Attorney Neil Yarborough), Staff Attorney Kerry Schmid, and Clerk to the Board <br />Gaynell Lee. <br />Mayor Andrews called the meeting to order for the Broadway Town Commissioners. <br />Chairman Parks called the meeting to order for the Lee County Board of <br />Commissioners. <br />Mayor Andrews delivered the invocation. <br />The pledge of allegiance was recited. <br />Mayor Andrews thanked everyone for attending and welcomed the Lee County Board of <br />Commissioners. <br />Chairman Parks thanked the Town of Broadway for hosting the meeting and stated he <br />(and the Board of Commissioners) respected their concerns and anticipated a responsive <br />meeting. <br />The first item of business was discussion on Interlocal Agreements between the Town <br />of Broadway and Lee County. County Manager John Crumpton stated there is only one <br />written agreement with the Town of Broadway which is for tax collections. This agreement was <br />put in place in 2002 and has not been revised since that time. Mr. Crumpton stated there are <br />several "hand- shake" agreements in place but no others in writing. Other agreements <br />discussed included Economic Development, Animal Control, Police Dispatching, Mutual Aid, <br />
