B K 00025 PG <br />LEE o CO"PINTlY <br />Committed Today for a Better Tomorrow <br />SPECIAL CALLED JOINT MEETING <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />AND THE <br />SANFORD CITY COUNCIL <br />JANUARY 29, 2013 <br />The special called joint meeting of the Board of Commissioners for the County of Lee, <br />State of North Carolina, and the Sanford City Council, was held at the McSwain Extension <br />Education Building, 2420 Tramway Road, Sanford, North Carolina, at 6 p.m. on said date. <br />Commissioners present were Amy M. Dalrymple, Dr. Ricky D. Frazier, Dr. Andre Knecht, <br />Charles T. Parks, Kirk D. Smith, and James K. Womack. Commissioner Robert T. Reives was <br />absent due to health issues. Staff present included County Manager John Crumpton, <br />Assistant County Manager /Finance Director Lisa Minter, Interim County Attorney Neil <br />Yarborough, Staff Attorney Kerry Schmid, and Clerk to the Board Gaynell Lee. <br />Chairman Parks welcomed everyone and called the meeting to order for the Lee County <br />Board of Commissioners. <br />Mayor Cornelia Olive called the meeting to order for the Sanford City Council. <br />Commissioner Ricky Frazier delivered the invocation. <br />The pledge of allegiance was recited. <br />The first item on the agenda was discussion of inter -local agreements between the <br />County and the City. Chairman Parks stated he wanted to open up communication and hoped <br />to get something resolved pertaining to the agreements. <br />Commissioner Dalrymple suggested that a committee of 3 Commissioners, 3 City <br />Council members, the County Manager and the City Manager be appointed to go over the <br />inter - agreements and bring recommendations back to the respective Boards. <br />The 2 Boards began their discussion on inter -local agreements, with the first item <br />involving Planning /Community Development. Commissioner Womack stated he felt the <br />Planning Department's should be separated so the County department could work under <br />County leadership and have the ability to work with other counties, the Department of <br />Commerce, and to bring the shell gas industry into the County. City Council stated they <br />wished to leave the departments combined. Much discussion followed from both Board's with <br />
