BOOK 22 PAGE 569 <br />• Minutes from the November 3, 2008 regular meeting, <br />• Tax Releases and Refunds for October 2008 (copy attached), <br />• Proclamation to proclaim November 21-A7, 2008 as Farm-City Week (copy <br />attached), <br />• Budget Amendment # 11/17/08/#12 (copy attached), and <br />• Amended Incentive Agreement between the Lee County Economic Development <br />Corporation and 3M Manufacturing Company changing the beginning date for <br />incentive payments from January 2010 to January 2011 (copy attached) <br />Upon a vote, the results were as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Paschal read aloud the Farm-City Proclamation. 4-H Director Bill Stone <br />introduced Caleb Thomas from Lee Senior High School FFA and Stacy Neil from the Lemon <br />Springs 4-H Horse Club and 4-H Barn Buster Club who gave highlights in reference to Farm- <br />City Week and activities scheduled for that week. The annual Farm-City banquet will be held on <br />Monday, November 24, 2008, at the McSwain Extension Education and Agricultural Center, and <br />the annual ladies Farm-City Luncheon will be held on Wednesday, December 3, 2008. <br />No one signed up to speak during the Public Comments section of the meeting. <br />Finance Director Lisa Minter presented a power-point presentation of the FY 2007-2008 <br />Financial Statement for the fiscal year ended June 30, 2008. Items discussed included (1) <br />General Fund Activity, (2) Fund Balance Position (General Fund), (3) Debt Position; (4) Single <br />Audit and Grants, and (5) Audit Results. Ms. Paula Hodges, Audit Manager for Martin Starnes <br />& Associates, CPAs was present and stated Lee County continues to be in good financial <br />status. <br />Commissioner Reives moved that a letter of support be forwarded to the Sanford Historic <br />Preservation asking them to endorse a request to the State to add the W. B. Wicker School to <br />the local historic site. Upon a vote, the results were as follows: <br />Aye: Brown, Kelly, Lemmond, Paschal, Quiggle, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Finance Director Lisa Minter presented the Monthly Financial Report for month ending <br />October 2008. No action was taken. <br />Parks and Recreation Director John Payne discussed park security for various recreation <br />venues. Mr. Payne stated his department stays in close contact with the Sanford Police <br />Department at the beginning of each season and asks that uniformed officers patrol recreation <br />areas so the public will be aware that law enforcement is watching and concerned for the <br />participants' safety.
