talk on water /sewer issues in the County debated. Commissioner Dalrymple suggested a <br />committee be formed to look at water /sewer issues. Commissioner Womack agreed and <br />stated infrastructure needs also needed to be addressed. <br />At this time, Chairman Parks called for a 10- minute break. <br />Upon returning from break, with all members present (except Commissioner Reives), <br />the special joint meeting resumed. <br />Chairman Parks suggested that the County send a revised letter to the City addressing <br />the Board of Commissioner's concerns, set up a committee of 3 Commissioners, 3 City <br />Council members, the County Manger and the City Manager to review and study the inter -local <br />agreements, and get back together at a later date, with a facilitator, to resolve the issues. <br />Commissioner Frazier moved to approve Mr. Parks' suggestion as a motion. Upon a vote, the <br />results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Smith, and Womack <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the motion had been adopted unanimously by the County <br />Commissioners. <br />A unanimous vote was also received from the Sanford City Council. <br />At this time, County Manager John Crumpton gave an update on the upcoming <br />revaluation project and presented sales tax distribution numbers. He stated that the Board of <br />Commissioners shall, by resolution adopted during the month of April of each year, determine <br />which of the two methods of distribution shall be in effect in the county during the next <br />succeeding fiscal year. The current method is Per Capita but some Board members wish to <br />change to the Ad Valorem method. If a resolution is adopted, it must be delivered to the <br />Secretary of State in Raleigh within 15 days of its adoption. If the sales tax distribution <br />changes, Lee County will see an increase of $1,490,853.23, the City of Sanford will see a <br />decrease of $1,347,818.10, and the Town of Broadway will see a decrease of $104,740.84. <br />Discussion followed but no action was taken. <br />Commissioner Dalrymple moved to adjourn the meeting. Upon a vote, the results were <br />as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Smith, and Womack <br />Nay: None <br />Absent: Womack <br />The Chairman ruled the motion had been adopted unanimously by Commissioners. <br />The Sanford City Council also voted unanimously to adjourn the meeting. <br />2 <br />
