XHIBIT "C" Mov rr q 722 <br />MEMORANDUM OF UNDERSTANDING <br />BETWEEN <br />LEE COUNTY, ECONOMIC DEVELOPMENT ADMINISTRATION, GKN AUTOMOTIVE. <br />COMPONENTS, INC., EMPLOYMENT SECURITY COMMISSION AND SANFORD AREA <br />CHAMBER OF COMMERCE <br />SUBJECT: WHITE HOUSE INTERAGENCY COORDINATING COUNCIL'S EM- <br />PLOYMENT INITIATIVE <br />WHEREAS, Lee County and industries benefitting from federal <br />grants recognize the need to link the employment and training <br />efforts with job opportunities occurring in the county; and <br />WHEREAS, the White House Interagency Coordinating Council's <br />employment initiative sets forth certain goals and procedures <br />to assist Federal, State, Regional Agencies, and local employ- <br />ment and training efforts with new job opportunities. The <br />agencies named above join in this memorandum of understanding <br />in an effort to assist in implementing the employment initiatives, <br />It is mutually understood in this memorandum that: <br />1. The local Employment Security Commission office will keep a <br />pool of eligible CETA OJT Institutional Training possibilities <br />for GKN to. examine at certain times. These people will be <br />potential CETA hires with or without OJT training (depending <br />on availability of funds); also, if any plan to go into <br />institutional training in a company-related occupation, then <br />GKN can, if they wish, show a desire to hire them at the <br />completion of their training. <br />2. Any CETA institutional trainees currently at CCTC who are <br />in company-related occupational training will be exposed <br />to possible GKN employment by the same procedure as <br />described in ,"rl above. <br />3. CETA selection and referral officer (SRO) will work with <br />the Personnel manager of GKN to identify hires since plant <br />start-up who were CETA-qualified, and/or eligible for the <br />TJTC tax credit. These figures will be provided to Lee <br />County for submittal to EDA. <br />4. Mr. Robert Mooneyham and Mr. Tony Brewer of the Employment <br />Security Commission will work with the management and <br />Personnel Department of GKN in order to provide an approach <br />for employment opportunities of the disadvantaged residents <br />of Lee County whom the Company feels meet their criteria. <br />LEE COUNTY GKN <br />By By <br />K.S.
