ROOK 9 Paz 723, <br />MINUTES OF THE ADJOURNED REGULAR <br />MEETING OF THE BOARD OF COMMISSIONERS <br />FOR LEE COUNTY, NORTH CAROLINA <br />` . „ 11 1-1 1, <br />Monday, June 23, 1980 <br />The adjourned regular meeting of the Board of Commissioners for <br />the County of Lee, State of North Carolina, convened in the Commissioner's Room <br />on the second floor of the County Office Building, 200 Wicker Street, Sanford, North <br />Carolina, on Monday, June 23, 1980, at 7:00 o'clock p. m. , the same being the time, <br />place and date set in the motion of adjournment. Those present were Commissioners <br />Jack D. Funderburke, K. S. Harmon, Lila P. Nielsen, Clyde J. Rhyne and Gordon A. <br />Wicker. None of the Commissioners were absent. Chairman K. S. Harmon presided <br />and the following business was transacted: <br />Mr. Allen Choate, of Williams & Works, Inc. , appeared before the <br />Board and presented and application for a state grant under the Clean Water Bond Act <br />of 1977, for construction of water system improvements described as waterline <br />extensions to the Deep River School and Cox-Maddox Road, in Lee County. Following <br />a discussion and review of the document, Commissioner Clyde J. Rhyne moved approval <br />of the application and authorization for the Chairman to execute same as set out in the <br />resolution attached hereto marked Exhibit ''A'', and by this reference incorporated <br />herein. Commissioner Jack D. Funderburke seconded the motion and upon a vote it <br />was unanimously adopted. <br />Mr. Taylor Uzzell appeared before the Board on behalf of the Parks <br />and Recreation Commission and on behalf of that commission, asked for funds in <br />addition to those provided in the proposed budget. <br />Mr. Tom Johnson appeared before the Board on behalf of the District <br />Health Office and reviewed the financial operations of the District Health Department <br />and requested that additional funds be provided for their organization as set out in their <br />budget request. <br />Chairman Robert Dalrymple of the Lee County Board of Education <br />appeared before the Board and requested that consideration be given for some pre- <br />paration for the elementary school building improvement be made in the budget and <br />that also some provision be made in the current expense fund to help with the purchase <br />of instruments in the band program. Other members of the Board of Education were in <br />attendance and some remained for the entire meeting. <br />Following the request for funds from the three County agencies, the <br />Chairman declared the meeting open for the public hearing on the proposed budget. <br />Chairman Harmon made introductory remarks in which he reviewed the tax valuations, <br />the tax revenues, the debt retirement funds and the Federal Revenue Sharing Program. <br />Mrs. Ruby Parice, Mr. Robert Stone of the Sanford Herald, Mr. Bill Hodges of the <br />Sanford Herald, Mr. W. E. Horner, of the Sanford Herald, and Mr. A. L. Craig, <br />all were recognized and spoke or made inquiries concerning the proposed budget. The <br />Chairman invited other comment and when none was forthcoming, declared the public <br />hearing closed. The Chairman expressed appreciation from the Board to those who <br />had attended and the Board then considered other matters. <br />
