~Vorl 9 RQrv 734 <br />The roster of the qualified firemen in the Northview Rural Fire <br />Department was presented to the Board and examined. It appeared that these firemen <br />had completed at least 36 hours of meetings and drills during the previous year, <br />therefore, Commissioner Clyde J. Rhyne moved that the roster be certified to the <br />North Carolina Firemen's Pension Fund, as being a true and active list of firemen of <br />that department. Commissioner Jack D. Funderburke seconded the motion and upon <br />a vote it was unanimously adopted. <br />Mr. Elwin J.. Buchanan, Grants Administrator, appeared before the <br />Board and reported on the delays in the completion of the water line in the vicinity of the <br />GKN Plant. The Board authorized the County Attorney to write a letter to the J & L <br />Construction Company, advising them that the County would impose the penalty for <br />delay provided in the contract. <br />Mr. Elwin J. Buchanan, Grants Administrator, presented to the Board, <br />an agreement between the Seaboard Coastline Railroad and the County of Lee, which <br />granted to the County the right or license to install a water line across a spur track of <br />the railroad near Colon. After discussion and review, Commissioner Clyde J. Rhyne <br />moved the adoption of the following resolution: <br />BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF THE COUNTY OF LEE; NORTH <br />CAROLINA, in regular meeting assembled that the Chairman <br />of said Board be, and he hereby is, authorized to enter into <br />an agreement with the SEABOARD COSTLINE RAILROAD <br />COMPANY, and to sign same on behalf of said County <br />whereby said Railroad Company grants unto said County, <br />the right or license to install and maintain, for the purpose <br />of a water main, a line of 8-inch asbestos cement pipe across <br />the right of way and under a "spur" track of said Railroad <br />Company at or near Sanford (Colon), North Carolina; as more <br />particularly described in said agreement, which agreement is <br />dated June 3, 1980, a copy of which agreement is filed with this <br />Board of County Commissioners. <br />Commissioner Gordon A. Wicker seconded the motion and upon a vote <br />it was unanimously adopted. <br />Mr. Elwin J. Buchanan, Grants Administrator, reported on the <br />application to acquire funds for a water line in the area of the Industrial Park on the <br />lands purchased by William H. Rorer, Inc. <br />Mr. Elwin J. Buchanan, Grants Administrator, presented to the <br />Board, a Memorandum of Understanding between Lee County, Economic Development <br />Administration, William H. Rorer, Inc. , Employment Security Commission and <br />Sanford Chamber of Commerce, respecting the White House Interagency Coordinating <br />Council's Employment Initiative. After discussion and review, Commissioner Clyde <br />J. Rhyne moved that the Memorandum of Understanding be approved and that the <br />Chairman be authorized and directed to execute the Memorandum for and on behalf <br />of the County. Commissioner Gordon A. Wicker seconded the motion and upon a vote <br />it was unanimously adopted. <br />Upon inquiry by Commissioner Lila P. Nielsen, Mr. Buchanan, the <br />Grants Administrator, reported on the difficulties he had experienced with respect to <br />the grant concerning improvements at the jail. <br />The Chairman called for consideration of the budget. Commissioner <br />Clyde J. Rhyne asked for an explanation of the revisions made to the budget estimate <br />at the last meeting. After the revisions were explained, Commissioner Rhyne moved <br />that the appropriation for the Health Department be set at $155,440.00, and that all other <br />
