MK PACE 745 0 <br />WHEREAS, the attached petition has been filed <br />with the Board of County Commissioners of the County <br />of Lee, requesting that the above described road, the <br />location of which has been indicated in red on the attached <br />map, be added to the Secondary Road system; and <br />WHEREAS, the Board of County Commissioners is <br />of the opinion that the above described road should be <br />added to the Secondary Road System, if the road meets <br />minimum standards and criteria established by the State <br />Highway Commission for the addition of roads to the System. <br />NOW, THEREFORE, beit resolved by the Board of <br />County Commissioners of the County of Lee, that the State <br />Highway Commission is hereby requested to review the above <br />described road, and to take over the road for maintenance if <br />it meets established standards and criteria. <br />Commissioner Gordon A. Wicker seconded the motion and upon a <br />vote it was unanimously adopted. <br />Commissioner Gordon A. Wicker brought up for discussion, the <br />junk cars which were apparently on the right of way of the old Plank Road and asked <br />that the County Attorney write the responsible party asking for cooperation in removing <br />the eye sore off of the public right of way. <br />Commissioner Wicker also asked that inquiry be made concerning <br />the Nixon property on McNeill Road, to see who is responsible for the debris and other <br />materials being placed on this lot. <br />Mr. Tom Johnson, Director of the District Health Department, <br />appeared before the Board and discussed his budget appropriation for the fiscal year <br />1980-81. <br />Mr. Herb Fletcher and Mr. Meigs Golden, appeared before the Board <br />concerning the petition asking for the establishment of a service district at Carolina <br />Trace for fire protection. Mr. Tim Westbrook, the Tax Supervisor, presented the <br />report that had been prepared, showing a map of the proposed district and a statement <br />that the proposed district meets the standards set out in the statutes in that there is a <br />demonstrable need in providing for the district fire protection; that it is impracticable <br />to provide this service on a countywide basis but it is economically feasible to provide <br />fire protection in the district without unreasonable and burdensome annual tax levies <br />and there is a demonstrable demand for the proposed service for persons residing in the <br />district. The Board directed that the report be made available for public inspection in <br />the office of the Clerk to the Board. Upon motion of Commissioner Clyde J. Rhyne, <br />which motion was duly seconded by Commissioner Gordon A. Wicker, the Board desig- <br />nated the Tax Supervisor as the party to mail a notice to all the owners of land in the <br />proposed service district as shown by the County tax records as of the preceding January <br />lst, and that the Tax Supervisor take such astion as necessary to properly advertise for <br />a public hearing on the question of the establishment of a service district in Carolina <br />Trace, which public hearing will be held at 8 o'clock p. m. , on September 15, 1980, <br />in the Commissioners' room on the second floor of the County Office Building, 200 <br />Wicker Street, Sanford, North Carolina. <br />Mr. Elwin J. Buchanan, Grants Director, appeared before the Board <br />and made a request on behalf of the Sanford-Lee County Airport Commission, to loan <br />funds from the ADAP Reserve Fund's account to pay approved invoices prior to the <br />draw down and receipt of funds from the Federal Aviation Authority.
