The motion for approval was made <br />by Commissioner Funderburke, seconded by Commissioner Nielsen, and unanimously <br />adopted. <br />3) 'Preliminary Plan of Long Street Acres, being Developed by Cameron, Sloan and <br />Alfred, was approved. The motion for approval was made by Commissioner Funderburke <br />seconded by Commissioner Wicker and unanimously adopted. <br />4) The Roy M. Donaldson Farm Subdivision was approved. The motion for approval of <br />this final plat was made by Commissioner Funderburke, seconded by Commissioner <br />Wicker and upon a vote was unanimously adopted. <br />5) The preliminary plan for Green Meadow Mobile Home Court was approved. The <br />motion for approval was made by Commissioner Wicker, seconded by Commissioner <br />Nielsen and unanimously adopted upon a vote. No action was taken on Border-Lee <br />Farms as Mrs. Matthews did not have this plat, it having been picked up or pulled by <br />the surveyor in order to have percolation tests conducted by the Health Department. <br />Mr. Elwin J. Buchanan appeared before the Board and presented the <br />application pertaining to the Deep River School Water line. The matter was reviewed and <br />discussed at length following which Commissioner Jack D. Funderburke moved that the <br />application be approved and the Chairman or Vice Chairman authorized to sign and sub- <br />mit same. Commissioner Nielsen seconded the motion and during the discussion, upon <br />the motion, Commissioner Gordon A. Wicker requested that the motion be withdrawn <br />for consideration at this time until the Board had taken some action on the water system <br />study for Lee County. Commissioners Funderburke and Nielsen asked that the motion <br />be withdrawn and the Chair ruled that the motion had been withdrawn. <br />The Board then recognized Mr. Harry W. Skahn, Branch Manager <br />of Williams & Works, who presented a proposal for a water system study which would <br />cost $26, 950. 00. Commissioner Lila P. Nielsen moved that the Board appropriate <br />the sum of $26, 950. 00 from the unappropriated surplus for the purpose of employing <br />Williams & Works to make a comprehensive water system study as outlined in their <br />letter to the Board under date of August 18, 1980. Commissioner Jack D. Funderburke <br />seconded the motion and upon a roll call vote it was adopted by a majority vote in which <br />Commissioners Funderburke, Nielsen and Rhyne voted for the motion and Commissioner <br />Wicker voted against the motion. <br />The Board then re-considered the pre-application to the Department <br />of Housing and Urban Development pertaining to the grant to construct the Deep River <br />School Water line under the Health Hazard and Eminent Danger to Health Program. <br />Commissioner Jack D. Funderburke moved that the pre-application, as presented to the <br />Board, be approved and that the Chairman or Vice-Chairman be authorized and directed <br />to sign the pre-application for and on behalf of the County and to file same with the <br />Department of Housing and Urban Development. Commissioner Lila P. Nielsen seconded <br />the motion and upon a vote it was unanimously adopted. <br />The Board next considered the matter of the amendment of the Sanford <br />201 Waste Water Facilities Plan. Commissioner Gordon A. Wicker moved that the <br />County request that the present planning area of the Sanford 201 Waste Water Facilities <br />Plan be re-delineated to include all portions of Lee County that had been excluded from <br />the original study and that the Chairman or Vice Chairman be authorized to request such <br />action. Commissioner Jack D. Funderburke seconded the motion and upon a vote it was <br />unanimously adopted. <br />Commissioner Gordon A. Wicker moved that the sum of $240. 00 be <br />appropriated from the unappropriated surplus in the General Fund to Professional <br />Services in the Buildings & Grounds Fund, Line Item #10-500-04, for the purpose of <br />paying Mr. Derrell Mullins for professional services in connection with the Armory. <br />Commissioner Jack D.
