eooK 9 fs~cE 754 <br />MINUTES OF THE REGULAR MEETING OF THE <br />BOARD OF COMMISSIONERS FOR LEE COUNTY, <br />NORTH CAROLINA <br />V Monday, August 18th, 1980 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened in the Commissioners room on the second <br />floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, on <br />Monday, August 18, 1980, at 7 o'clock p. m. Those present were Commissioners <br />Jack D. Funderburke, Lila P. Nielsen, Clyde J. Rhyne and Gordon A. Wicker. <br />Chairman K. S. Harmon was absent. The Vice-Chairman declared a quorum present <br />and the meeting open for business. <br />The Vice-Chairman,~,Clyde J. Rhyne, presided and the following <br />business was transacted: <br />The Reverend Richard Bolls, Pastor of Pocket Presbyterian Church <br />opened the meeting with prayer. <br />The minutes of the regular meeting held on Monday, August 4, 1980, <br />were considered and upon motion made, seconded and duly adopted, the minutes were <br />approved and ordered recorded. Commissioner Gordon A. Wicker reported on corres- <br />pondence he had received pertaining to several road matters but there were no petitions <br />for consideration by the Board at this meeting. <br />Mr. Nathan Crissman, Tax Collector, appeared before the Board and <br />presented a list of delinquent tax payers and informed the Board he had done the necess- <br />ary work to institute the In Rem method of foreclosures, as allowed under G. S. <br />105-375. Mr. Crissman outlined the procedure to be followed and there was a general <br />discussion between Mr. Crissman and the members of the Board. Commissioner <br />Gordon A. Wicker objected to the inclusion of 1979 taxes because of the depressed state of <br />the economy at the present time. Commissioner Lila P. Nielsen moved that in lieu of <br />following the procedure set out in G. S. 105-374, the Board of Commissioners of Lee <br />County direct. the Tax Collector to file, no earlier than six months following the sale of <br />tax liens, with the Clerk of Superior Court of Lee County, a certificate showing the <br />following: The name of the tax payer listing real property on which the taxes are a lien, <br />together with the amount of taxes, penalties, interest, and costs that-are a lien thereon; <br />the year or years for which the taxes are due; and a description of the property sufficient <br />to permit its identification by parole testimony and to follow the In Rem method of fore- <br />closure as set forth in G. S. 105-375. Commissioner Jack D. Funderburke seconded <br />the motion and upon a vote it was adlpted by a majority vote, in which Commissioners <br />Funderburke, Nielsen and Rhyne voted for the motion and Commissioner Gordon A. <br />Wicker voted against it. <br />Mrs. Max Matthews, Chairman of the Planning Board, appeared before <br />the Board and presented the recommendations of the Planning Board with respect to <br />several subdivision plats. The project was considered and acted upon as follows: <br />1) The map of Woodbridge-The Farms Subdivision was approved subject to the owner <br />posting a bond in the amount of $9, 000. 00. The motion for approval was made by <br />Commissioner Nielsen, seconded by Commissioner Funderburke and unanimously <br />adopted. <br />
