600K 9 ~as~ 165 <br />The Clerk read to the Board an order directed to the Tax Collector <br />authorizing and commanding him to collect the taxes set forth in the records of the <br />Tax Supervisor's office. Upon motion of Commissioner Clyde J. Rhyne, which motion <br />was duly adeconded by Commissioner Lila P. Nielsen, the Board unanimously resolved <br />to turn over the tax books to the Tax Collector and directed collection of said taxes <br />and to authorize and empower the Chairman and Clerk to sign an order to such effect. <br />The letter of the Building Inspector recommending that the Building <br />Ordinance be amended to provide for doubling the permit fees where a property owner <br />initiated construction without the proper permit, was presented to the Board. . Upon <br />motion of Commissioner Lila P. Nielsen, seconded by Commissioner Clyde J. Rhyne, <br />it was unanimously resolved to hold a public hearing at 7:30 o'clock p. m. , on Septem- <br />ber 15, 1980, or at the earliest available regular meeting aft er the legal requirements <br />of publication has been satisfied. <br />The Board next considered the bids received to microfilm the old <br />deed books in the Register of Deeds office and to reproduce them on a reduced size. <br />The bids for the first 100 volumes were as follows: <br />Hall & McChesney, Inc. <br />275 per page <br />County Recording and Reproductions, <br />Inc. . 20~ per page with <br />a miximum charge of $17, 000 <br />plus $510 taxes <br />Commissioner Clyde J. Rhyne moved that the low bid of County <br />Recording and Reproductions, Inc. , be accepted and the contract be awarded to that <br />agency. Commissioner Lila P. Nielsen seconded the motion and upon a vote it was <br />unanimously adopted. <br />A letter from the Capital Health Systems Agency stating that Lee <br />County was in the area where there was a shortage of psychiatrists, was read to the <br />Board. <br />A letter from Secretary Bradshaw from the Department of Transpor- <br />tation, concerning the fall litter cleanup campaign was read to the Board, stating the <br />capaign would take place during the period of September 8 through the 12th. <br />Mr. Dan Huffstetler was recognized and he spoke in favor of retaining <br />the services of Mr. Jimmy Gaines with the Parks and Recreation Commission. There <br />were several in the group accompanying Mr. Huffstetler, however, he was the only <br />spokesman. <br />The letter of Mrs. Dorothy McNeill, requesting space for the Trans- <br />portation Co-Ordinator, was read to the Board. <br />There being no other business to come before the Board, the Board <br />went into Executive Session, upon motion of Commissioner Lila P. Nielsen and seconded <br />by Commissioner Jack D. Funderburke. While in Executive Session, the Board discussed <br />matters pertaining to personnel in the Parks and Recreation Commission. The Board <br />heard and discussed recommendations of the County Personnel Committee and after <br />deliberation and discussing the matter, upon motion of Commissioner Funderburke, <br />seconded by Commissioner Rhyne, it was resolved to affirm and approve the action <br />of the Parks and Recreation Commission in suspending Mr. Jimmy Gaines. Comm- <br />issioner Nielsen voted "no" and all other voters were in the affirmative and the <br />Chairman ruled that the motion carried by a majority vote. Following this, the Board <br />
