Funderburke seconded the motion and upon a roll call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon voted for it and no one voted against it. Mr. James B. Godwin, of the firm of James B. Godwin & Assoc- iates, Inc., landscape architects and planning consultants, appeared before the Board and presented a proposal concerning utilization of his firm's professional services in applying for community development block grants. Commissioner Clyde J. Rhyne moved that the low bid of Bracken & Associates, P.A. , in the amount of $15, 600. 00, as received at the regular meeting on September 2, 1980, for engineering services on the Deep River water line be accepted contingent upon receipt of grant funds. The motion was seconded and upon a vote it was unanimously adopted. Mr. Elwin J. Buchanan reported that Mr. Richard Woodcock of HUD would be in his office on Wednesday, September 17, 1980. Mr. Elwin J. Buchanan, Grants Director, appeared before the Board and requested that the Board designate the source of funds for the employment of Williams & Works, Inc. , to assist in the first phase of grant applications for his office as authorized at the regular meeting on June 16, 1980. Commissioner Clyde J. Rhyne moved that the sum of $1, 500. 00 be appropriated from the unappropriated surplus in the General Fund for the purpose of employing the professional services of Williams & Works, Inc. , in assisting the Grants Director in preparing grant applications. Commissioner Lila P. Nielsen seconded the motion and upon a roll call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon voted for it and no one voted against it.
