Funderburke seconded the motion and upon <br />a roll call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon <br />voted for it and no one voted against it. <br />Mr. James B. Godwin, of the firm of James B. Godwin & Assoc- <br />iates, Inc., landscape architects and planning consultants, appeared before the <br />Board and presented a proposal concerning utilization of his firm's professional <br />services in applying for community development block grants. <br />Commissioner Clyde J. Rhyne moved that the low bid of Bracken <br />& Associates, P.A. , in the amount of $15, 600. 00, as received at the regular meeting <br />on September 2, 1980, for engineering services on the Deep River water line be <br />accepted contingent upon receipt of grant funds. The motion was seconded and upon <br />a vote it was unanimously adopted. <br />Mr. Elwin J. Buchanan reported that Mr. Richard Woodcock of <br />HUD would be in his office on Wednesday, September 17, 1980. <br />Mr. Elwin J. Buchanan, Grants Director, appeared before the <br />Board and requested that the Board designate the source of funds for the employment <br />of Williams & Works, Inc. , to assist in the first phase of grant applications for his <br />office as authorized at the regular meeting on June 16, 1980. Commissioner Clyde <br />J. Rhyne moved that the sum of $1, 500. 00 be appropriated from the unappropriated <br />surplus in the General Fund for the purpose of employing the professional services <br />of Williams & Works, Inc. , in assisting the Grants Director in preparing grant <br />applications. Commissioner Lila P. Nielsen seconded the motion and upon a roll <br />call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon voted <br />for it and no one voted against it. <br />
