~?JJI1 9 71o <br />and criteria established by the Division of Highways <br />of the Department of Transportation and Highway <br />Safety for the addition of roads to the System. <br />NOW, THEREFORE,- BE IT RESOLVED BY THE <br />BOARD OF COUNTY COMMISSIONERS OF THE COUNTY <br />OF LEE that the Division of Highways is hereby requested <br />to review the above described road, and to take over the road <br />for maintenance if it meets established standards and criteria. <br />Commissioner Lila P. Nielsen seconded the motion and upon a vote <br />it was unanimously adopted. <br />The Chairman announced that the Board had caused public notice <br />to be published that there would be a public hearing on amending the building ordinance <br />to include a clause on failure to secure permits at 11:00 o'clock a. m. , on this date. <br />Commissioner Clyde J. Rhyne moved that the public hearing be opened. Commiss- <br />ioner Jack D. Funderburke seconded the motion and upon a vote it was unanimously <br />adopted. The Chairman declared the meeting open and the proposed amendment was <br />read. After all persons had been recognized and heard, Commissioner Lila P. <br />Nielsen moved that the public hearing be closed. Commissioner Clyde J. Rhyne <br />seconded the motion and upon a vote it was unanimously adopted and the public <br />hearing closed. Following the public hearing, Chairman Harmon asked the <br />pleasure of the Board with respect to the proposed amendment. Commissioner Clyde <br />J. Rhyne moved that the County Building Ordinance be amended effective as of <br />October 6, 1980, to include the following provision: <br />Failure To Secure Permits <br />The property owner and/or his designated agent(s) . <br />shall secure all applicable building, heating and air, <br />plumbing, electrical and insulation permits prior to the <br />initiation of construction. If said permits are not secured <br />prior to initiation of construction, the property owner and/or <br />his designated agent(s) shall pay double the amount of all <br />permit fees. <br />Commissioner Jack D. Funderburke seconded the motion and upon <br />a roll call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon <br />voted for it and no one voted against it. <br />Mr. Elwin J. Buchanan, Grants Director, appeared before the <br />Board and reviewed his written reports concerning the various projects supervised <br />by his office. Mr. Buchanan reported that EDA had reviewed the application for the <br />water and sewer lines to both the Industrial Park and the Rorer Industrial site that <br />there would be a delay in final approval but that EDA had given authorization for the <br />County to advertise for bids for said project but in doing so the County would be <br />proceeding at its own risk. Commissioner Clyde J. Rhyne moved that the Board <br />authorize the advertisement for bids for this project and that the Chairman be <br />authorized to execute and sign all necessary documents to accomplish such purpose. <br />Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously <br />adopted. <br />Commissioner Clyde J. Rhyne moved that the County employ the firm <br />of Williams & Works, as engineers and consultants on the County's Community Develop- <br />ment project in accordance with the terms of their letter dated September 24, 1980. <br />Commissioner Jack D. Funderburke seconded the motion and upon a vote it was unani- <br />mously adopted. <br />
