MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR LEE COUNTY, NORTH CAROLINA Monday, November 3rd, 1980 The regular meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened in the Commissioners Room on the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, on Monday, November 3, 1980, at 9:30 o'clock a. m. Those present for the meeting were Commissioners Jack D. Funderburke, K. S. Harmon, Lila P. Nielsen, Clyde J. Rhyne, and Gordon A. Wicker. The Chairman declared that a quorum was present and the meeting open for the dispatch of business. transacted: the invocation. Chairman K. S. Harmon presided and the following business was The Reverend James Eller, Pastor of the Westlake Assembly, gave The minutes of the regular meeting held on October 6, 1980, and October 20, 1980, were approved and ordered recorded, upon motion of Commissioner Clyde J. Rhyne, seconded by Commissioner Lila P. Nielsen, which motion was unanimously adopted upon a vote. Commissioner Gordon A. Wicker requested that a letter of apprecia- tion be sent to Mrs. Jane Shope for her service as a representative on the Triangle J Council of Government Aging Advisory Council. Commissioner Clyde J. Rhyne reported that he had contacted the Highway Division concerning repair work on Hawkins Avenue near the home of Miss Betty Rosser and representatives of that office had assured him the work would be done in the near future. Mr. Elwin J. Buchanan, Grants Director, appeared before the Board and reported on the work on the water line near Colon where leaking gasoline had been detected. Mr. Elwin J. Buchanan, Grants Director, presented for consideration by the Board an agreement between Lee County and Southern Railway System for extension of waterlines under the railway tracks near Colon. Following discussion and review of the agreement, Commissioner Clyde J. Rhyne moved the adoption of the following: WHEREAS, Lee County has requested authorization from Southern Railway System to extend the 12" waterline underneath the tracks at Milepost #276 in Colon and the 8" waterline under their spur track 2, 307 feet East of Mile- post #276; and WHEREAS, Southern Railway System has offered this agreement to Lee County for the crossing of the water- line at each of these locations; and
