MINUTES OF THE REGULAR MEETING OF <br />THE BOARD OF COMMISSIONERS FOR LEE <br />COUNTY, NORTH CAROLINA <br />Monday, November 3rd, 1980 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened in the Commissioners Room on the second <br />floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, on <br />Monday, November 3, 1980, at 9:30 o'clock a. m. Those present for the meeting were <br />Commissioners Jack D. Funderburke, K. S. Harmon, Lila P. Nielsen, Clyde J. <br />Rhyne, and Gordon A. Wicker. The Chairman declared that a quorum was present <br />and the meeting open for the dispatch of business. <br />transacted: <br />the invocation. <br />Chairman K. S. Harmon presided and the following business was <br />The Reverend James Eller, Pastor of the Westlake Assembly, gave <br />The minutes of the regular meeting held on October 6, 1980, and <br />October 20, 1980, were approved and ordered recorded, upon motion of Commissioner <br />Clyde J. Rhyne, seconded by Commissioner Lila P. Nielsen, which motion was <br />unanimously adopted upon a vote. <br />Commissioner Gordon A. Wicker requested that a letter of apprecia- <br />tion be sent to Mrs. Jane Shope for her service as a representative on the Triangle <br />J Council of Government Aging Advisory Council. <br />Commissioner Clyde J. Rhyne reported that he had contacted the <br />Highway Division concerning repair work on Hawkins Avenue near the home of Miss <br />Betty Rosser and representatives of that office had assured him the work would be done <br />in the near future. <br />Mr. Elwin J. Buchanan, Grants Director, appeared before the Board <br />and reported on the work on the water line near Colon where leaking gasoline had been <br />detected. <br />Mr. Elwin J. Buchanan, Grants Director, presented for consideration <br />by the Board an agreement between Lee County and Southern Railway System for <br />extension of waterlines under the railway tracks near Colon. Following discussion and <br />review of the agreement, Commissioner Clyde J. Rhyne moved the adoption of the <br />following: <br />WHEREAS, Lee County has requested authorization <br />from Southern Railway System to extend the 12" waterline <br />underneath the tracks at Milepost #276 in Colon and the 8" <br />waterline under their spur track 2, 307 feet East of Mile- <br />post #276; and <br />WHEREAS, Southern Railway System has offered <br />this agreement to Lee County for the crossing of the water- <br />line at each of these locations; and <br />
