Nielsen seconded the motion and upon a vote, <br />Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon voted for it and no <br />one voted against it. <br />Mr. Elwin J. Buchanan, Grants Director, presented an agreement <br />between the City and the County with respect to the construction of waste water collection <br />mains, water mains and appurtenances including water and sewer laterals to property <br />lines of various properties within the Community Development Program Block Grant <br />Area. The agreement was read at length and discussed. Commissioner Clyde J. <br />Rhyne moved that the agreement be approved and that the Chairman and the Clerk be <br />authorized to execute and deliver said agreement and deliver it to the City for and on <br />behalf of the County. Commissioner Gordon A. Wicker seconded the motion and upon a <br />vote it was unanimously adopted. <br />Mr. Virgil Rodden of Route 2, Sanford, appeared before the Board <br />and requested assistance in obtaining water for the people on the Lower Moncure Road <br />and presented a petition executed by members of 24 households who asked for the <br />establishment of a county wide water system. <br />Mr. Taylor Uzzell and Mr. Ron Ferris, of the Lee County Parks and <br />Recreation Commission appeared before the Board and requested approval of the position <br />of a Revenue /Purchasing Officer to be placed in the Lee County Classification and Pay <br />Plan at a grade 65 and that the position of Athletic Director be re-classified to Grade 63. <br />Commissioner Clyde J. Rhyne moved that the Lee County Classification and Pay Plan <br />be amended to include a classification of Revenue/ Purchasing Officer at Grade 65 and <br />that the classification of Athletic Director be re-classified as a Grade 63 position. <br />Commissioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously <br />adopted. <br />Commissioner Gordon A. Wicker moved that the budget for the Lee <br />County Parks and Recreation Commission be amended as follows: Account No. 365-05A- <br />San Lee Rentals be increased by $90. 00 to reflect increases from participants in <br />Whitewater Canoe Class, and that Account No. 45-400-04 - Professional Services, be <br />increased by $90. 00, to allow the coverage of expenditure to the class instructor of the <br />Whitewater Canoe Class, and-that Account No. 365-03, be increased by $306. 00, the <br />amount collected from Volleyball Sponsorship fees, and Account No. 45-400-04 - Profess- <br />ional Services, be increased by $306. 00, to cover the amount to be paid for officials <br />and scorekeepers for volleyball. <br />Mr. and Mrs. Phillip Register, who reside near Tramway, appeared <br />before the Board and protested that someone had granted a burning permit to a neighbor <br />whose burning activities had created a nuisance according to them. The Board heard <br />the people and suggested that they take the matter up with thier insurance company and <br />with an attorney of their choice. <br />Mr. Leonard Barefoot appeared before the Board on behalf of the <br />Lee County Planning Board and presented the preliminary plat for the subdivision known <br />as Triangle Ranches, Section 1. Commissioner Lila P. Nielsen moved that the preliminary <br />plat be approved. Commissioner Clyde J. Rhyne seconded the motion and upon a vote it <br />was unanimously adopted. <br />
