PACE 838 <br />9 <br />Commissioner Jack D. Funderburke seconded the motion and upon a <br />vote it was unanimously adopted. <br />Representatives of Williams & Works, appeared before the Board <br />and presented a report on the Water Study. The engineers presented a map recommend- <br />ing the proposed boundary of the planning area for the wastewater facilities plan. The <br />planning area is the majority of the County with the exception of a part of Pocket and <br />Greenwood Townships and is shown on the map attached hereto and by this reference <br />made a part of these minutes. Commissioner Gordon A. Wicker moved that the area <br />be approved for the 201 Study Plan. Commissioner Lila P. Nielsen seconded the <br />motion and upon a vote it was unanimously adopted. <br />Mr. Buchanan reported that the head of the Division of Environmental <br />Control of HUD had advised him that due to new regulations which were recently p <br />into effect, it would be necessary to re-develope a good part of the Environmental <br />Review Record for the 1980-81 Development Program. Williams and Works has <br />advised him there would be an additional charge of $500. 00 for this service. Comm- <br />issioner Lila P. Nielsen authorized the employment of Williams & Works, Inc. , for <br />the preparation of the revised Environmental Review Record for the Community <br />Development Project in San-Lee Heights on the same basis as the other additional <br />services listed in their contract, that is, on a per diem basis not to exceed $500. 00. <br />Commissioner Gordon A. Wicker seconded the motion and upon a vote it was unanimous- <br />ly adopted. <br />The contract between the Lee County Board of Commissioners and <br />Cameron & Hager, Attorneys, for legal services to be rendered to the Department of <br />Social Services was presented to the Board. The contract was approved and the <br />Chairman was authorized to execute it for and on behalf of the County, upon motion <br />made by Commissioner Lila P. Nielsen, seconded by Commissioner Jack D. Funder- <br />burke, which motion was unanimously adopted upon a vote. <br />The contract between North Carolina Governor's Highway Safety <br />Program and Lee County for child restraint devices for use when case workers are <br />transporting foster children in their automobiles was presented to the Board. The <br />contract was read at length and discussed by the Board. The following resolution was <br />offered by Commissioner Lila P. Neilsen and a motion was made by Commissioner Lila <br />P. Nielsen that it be adopted, this motion was seconded by Commissioner Jack D. <br />Funderburke and upon being put to a vote, was unanimously carried: <br />WHEREAS, the County of Lee hereinafter referred to <br />as the County, recognizes that children under the direct care <br />of the County as wards of the state are entitled to full safety <br />and health benefits available to the County, and WHEREAS, the <br />North Carolina Governor's Highway Safety Program hereinafter <br />referred to as GHSP, proposes to implement a program to assist <br />Counties in protecting wards of the State against death and serious <br />injury in automobile accidents by making available crash-tested <br />automobile child restraint devices (CAD's) to municipal Social <br />Services caseworkers who transport wards of the state in their <br />automobiles and to educate the caseworkers as to the proper use <br />of the CRD; PROVIDED, the County of Lee agrees to require that <br />Social Service caseworkers will secure those wards of the state <br />who weigh less than fifty (50) pounds in the CRD's provided when <br />transporting them in cars, to use the CRD's provided to theCounty <br />for a period of not less than two years, to provide manpower necess- <br />ary to move the CRD's from vehicle to vehicle and location to <br />location within the County as needed and to provide training in the <br />proper installation and use of the CRD's for new caseworkers as <br />they are hired, to act as a child transportation safety information <br />districution source within the County using information and mater- <br />ials provided by GHSP, to provide a report to GHSP every three <br />months which'will include an estimate of the frequency of use of the <br />CRD's by the caseworkers and to provide a yearly report , which <br />
