Commissioner Lila P. Nielsen seconded the motion and upon a vote <br />it was unanimously adopted. <br />Mr. Elwin J. Buchanan presented for the Board's consideration, a <br />proposed Housing Rehabilitation Grant Program Policy. After discussion, Comm- <br />issioner Gordon A. Wicker moved that the proposed Housing Rehabilitation Grant <br />Program Policy presented to the Board this date, a copy of which is attached hereto <br />and by this reference incorporated herein be established as the Lee County Housing <br />Rehabilitation Grant Program to assist homeowners and renters who live in the San- <br />Lee Heights area with rehabilitation of their homes when this otherwise would be beyond <br />their financial means. Commissioner Lila I'. Nielsen seconded the motion and upon a <br />vote it was unanimously adopted. <br />County Manager Hartman advised the Board that they needed to designate <br />a voting delegate to represent the Board at the meeting ofthe Association of County <br />Commissioners at Pinehurst when the 1981 Legislative Goals Program will be con- <br />sidered. Upon motion of Commissioner Jack D. Funderburke, seconded by Comm- <br />issioner Gordon A. Wicker, it was unanimously resolved to designate Commissioner <br />Lila P. Nielsen as the Lee County Delegate to said meeting. <br />The classification of the County Manager's secretary was discussed. <br />It was the recommendation of the County Manager that a new classification be estab- <br />lished entitled ''Administrative Secretary'' and that an initial grade assignment of 59 be <br />made. Commissioner Nielsen made a motion to accept the Countv Manager's recomm- <br />endation, which motion was duly seconded by Commissioner Jack D. Funderburke and was <br />unanimously carried. The County Manager announced the hiring of Mrs. Judy Buchanan <br />as his Administrative Secretary. <br />A discussion ensued as to a replacement for Mrs, Buchanan in the <br />Grants office. Upon motion made by Commissioner Gordon A. Wicker, seconded by <br />Commissioner Lila P. Nielsen and unanimously adopted, Mrs. Linda Wilkie was <br />authorized to be employed as full time secretary for the Grants Administration at the <br />same rate of pay as the previous secretary for that office. <br />The proposed move of the Emergency Management office from the <br />County Office Building to the new City Hall, was discussed. Mr. Hartman, the County <br />Manager, recommended that the County purchase the office equipment for $2, 801. 13. <br />In addition, he recommended that day to day control of the Emergency Management <br />be turned over to the City Manager and that arrangements be made for the City to <br />handle the total finances for the Emergency Management office similar to what the <br />County's past involvement had been. Commissioner Jack D. Funderburke made a <br />motion accepting these recommendations and directed the County Manager to inform the <br />City by letter of these actions. Commissioner Lila P. Nielsen seconded the motion <br />and it passed unanimously. <br />Upon motion made by Commissioner Gordon A. Wicker, and <br />seconded by Commissioner Lila P, Nielsen, the County was authorized to pay an $80. 00 <br />radio advertising bill from the Commissioners advertising account. <br />There being no further business to come before the Board, Commiss- <br />ioner Gordon A. Wicker made a motion to adjourn until the next regular session on <br />December 15, 1980, at 7:30 o'clock p. m. Commissioner Lila: P. Nielsen seconded the <br />motion and it was unanimously carried.
