853 <br />• Commissioner Lila P. Nielsen, seconded by Commissioner John E. Dotterer, <br />which motion was unanimously adopted upon a vote. <br />Mr. Elwin J. Buchanan, Community Development Director, appeared <br />before the Board and requested that the Lee County Housing Rehabilitation Grant <br />Program Policy, which was adopted on December 4, 1980, be amended as follows: <br />Add a sentence at the end of the first paragraph under the heading <br />'Deed Covenant" which reads as follows: <br />"The property may be sold during the 5-year lien period <br />for the following conditions: for the reason of the owner's <br />health, his/her mental health, or inheritance. " <br />Commissioner Gordon A. Wicker moved that the policy be amended in <br />the manner requested by Mr. Buchanan. Commissioner Jack D. Funderburke <br />seconded the motion and upon a vote it was unanimously adopted. <br />Commissioner Jack D. Funderburke moved that the Board advertise <br />for bids for renovation of houses located in the San-Lee Heights to be received <br />until December 29, 1980. Commissioner Lila P. Nielsen seconded the motion <br />and upon a vote it was unanimously adopted. <br />• The Board discussed the water line to be installed in the San-Lee <br />Heights area. After extended discussion, Commissioner Gordon A. Wicker <br />moved that the Board authorize the construction of a twelve inch water line with <br />the cost being borne equally by the City of Sanford and Lee County. Commissioner <br />John E. Dotterer seconded the motion and upon a vote, it was unanimously <br />adopted. <br />Mr. Elwin J. Buchanan, Grants Director, brought up for discussion <br />the possibility of having the Department of Transportation to clear and grub the <br />right of way on Rhyne Drive in the Lee County Industrial Park. <br />A motion was made by Commissioner Gordon A Wicker and seconded <br />by Commissioner Lila P. Nielsen for the adoption of the following resolution, and <br />upon being put to a vote was duly adopted: <br />WHEREAS, the Lee County Board of Commissioners has requested <br />the Department of Transportation to perform the following highway related work <br />for said Board of Commissioners on a cost reimbursement basis in accordance <br />with Sections 2E. 0501 and 2E. 0502 of Title 19A of the North Carolina <br />Administrative Code: <br />Clearing and grubbing approximately 4.6 acres of highway right-of- <br />way on Rhyne Drive in the Lee County Industrial Park at Sanford. <br />at Lee County at an estimated cost of $6, 000. 00. <br />
