853 • Commissioner Lila P. Nielsen, seconded by Commissioner John E. Dotterer, which motion was unanimously adopted upon a vote. Mr. Elwin J. Buchanan, Community Development Director, appeared before the Board and requested that the Lee County Housing Rehabilitation Grant Program Policy, which was adopted on December 4, 1980, be amended as follows: Add a sentence at the end of the first paragraph under the heading 'Deed Covenant" which reads as follows: "The property may be sold during the 5-year lien period for the following conditions: for the reason of the owner's health, his/her mental health, or inheritance. " Commissioner Gordon A. Wicker moved that the policy be amended in the manner requested by Mr. Buchanan. Commissioner Jack D. Funderburke seconded the motion and upon a vote it was unanimously adopted. Commissioner Jack D. Funderburke moved that the Board advertise for bids for renovation of houses located in the San-Lee Heights to be received until December 29, 1980. Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously adopted. • The Board discussed the water line to be installed in the San-Lee Heights area. After extended discussion, Commissioner Gordon A. Wicker moved that the Board authorize the construction of a twelve inch water line with the cost being borne equally by the City of Sanford and Lee County. Commissioner John E. Dotterer seconded the motion and upon a vote, it was unanimously adopted. Mr. Elwin J. Buchanan, Grants Director, brought up for discussion the possibility of having the Department of Transportation to clear and grub the right of way on Rhyne Drive in the Lee County Industrial Park. A motion was made by Commissioner Gordon A Wicker and seconded by Commissioner Lila P. Nielsen for the adoption of the following resolution, and upon being put to a vote was duly adopted: WHEREAS, the Lee County Board of Commissioners has requested the Department of Transportation to perform the following highway related work for said Board of Commissioners on a cost reimbursement basis in accordance with Sections 2E. 0501 and 2E. 0502 of Title 19A of the North Carolina Administrative Code: Clearing and grubbing approximately 4.6 acres of highway right-of- way on Rhyne Drive in the Lee County Industrial Park at Sanford. at Lee County at an estimated cost of $6, 000. 00.
