ass <br />• MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE BOARD OF COMMISSIONERS FOR THE <br />J COUNTY OF LEE, NORTH CAROLINA <br />Monday, December 29th, 1980 <br />The Adjourned Regular Meeting of the Board of Commissioners for <br />the County of Lee, convened in the Commissioners Room on the second floor of. the <br />County Office Building, 200 Wicker Street, Sanford, North Carolina, at twelve <br />o'clock noon, on Monday, December 29, 1980, the same being the time, place and <br />date specified in the motion of adjournment. Commissioners John E. Dotterer, <br />Jack D. Funderburke, K. S. Harmon, Lila P. Nielsen and Gordon A. Wicker were <br />present. Chairman K. S. Harmon presided and the following business was transacted: <br />Mr. James Roach, Representative of City Rehabilitation, Inc. , <br />appeared before the Board and reviewed and explained the method used in soliciting <br />• bids for rehabilitation work. Following a discussion of the conditions and require- <br />ments of the project, the Commissioners directed that the bids be opened. The bids <br />received were as set out in the bid tabulation sheet attached hereto. The low <br />bidders on each house were Wayne Thompson and James Frye of Siler City. In <br />view of the fact that one bidder was low on all projects, the Board discussed whether <br />or not to waive the requirements limiting contractors to three houses and directed <br />that an investigation be made as to the ability of the contractor to fulfil the require- <br />ments of the bid. Commissioner John E. Dotterer moved that the County waive <br />the restriction in the invitation to bids limiting a contractor to three houses and <br />that the County accept the low bid of Wayne Thompson and James Frye, subject <br />to the County receiving assurance from City Rehabilitation, Inc., and its Community <br />Development Department that the contractor is capable of performing the contract <br />in keeping with the invitation for bids. Commissioner Lila P. Nielsen seconded the <br />motion and upon a vote it was unanimously adopted. <br />Mr. Elwin J. Buchanan, Grants Director, appeared before the <br />Board and reported that his department had conducted informal bidding for demolition <br />work in the San-Lee Heights area off the Grapevineyard Road in keeping with a <br />Community Development Project. The bids received were as follows: <br />Edison, Inc. $4,970.00 <br />Kiker Construction Company $4,o64.00 <br />Wayne Sharp $3,875.00 <br />• Mr. Buchanan reported that he was familar with all the bidders and <br />they were all capable of performing the work.
