Harmon, Chairman, and successors so titled, is hereby authorized and directed to furnish such information as the appropriate State and Federal agency may request in connection with such application or the project; to made the assurances as contained above; and to execute such other documents as may be required in connection with the application. That the County of Lee has substantially complied or will substantially comply with all Federal, State, and local laws, rules, regulations, and ordinances applicable to the project and hereby authorized the above designated repre- sentative to execute an affidavit so stating. Commissioner John E. Dotterer seconded the motion and upon a vote it was unanimously adopted. The Board next considered the 1981 Pre-Application for a Community Development Block Grant. After the Board had reviewed the Pre-Application, Commissioner John E. Dotterer moved the adoption of the following resolution: WHEREAS, Lee County has prepared a preapplication to the Department of Housing and Urban Development (HUD) for Community Development Block Grant funds, and WHEREAS, said application includes funds to defray the cost of individual taps for the existing structures in the target area, and WHEREAS, the Community Development Block Grant fund is designed to benefit citizens of moderate and low income; NOW, THEREFORE, BE IT RESOLVED, that upon approval of the above-mentioned preapplication from the Department of Housing and Urban Development, tap fees within the delineated area are hereby waived and this reso- lution shall be effective through March 31, 1983. Commissioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously adopted. Commissioner John E. Dotterer then moved the adoption of the following resolution:
