4. The Clerk shall cause a notice of the public auction <br />to be published in accordance with G. S. 160A-270 (b). <br />5. The person making the highest bid shall deposit <br />with the County Finance Officer an amount equal to 501o of the <br />bid. <br />6. The highest bidder, if it complies with the terms <br />of the sale, may be accepted by the County Manager and the sale <br />consuxnated. <br />7. The County Manager is authorized to employ an <br />auctioneer for the purpose of conducting such sale and to <br />utilize such advertising in addition to the legal requirements <br />as he deems appropriate. <br />Commissioner Lila P. Nielsen seconded the motion and upon a vote <br />it was unanimously adopted. <br />The Board next reviewed the sub-contract for Technical Assistance <br />Services between Lee County and Lee County Schools and the Center for Urban Affairs <br />and Community Services of North Carolina State University, concerning the computer <br />feasibility study. Commissioner Jack D. Funderburke moved that the contract be <br />approved and to County Manager authorized to sign the agreement for and on behalf of the <br />County. Commissioner Lila P. Nielsen seconded the motion and upon a vote it was <br />unanimously adopted. <br />Mr. Donn Gunderson, Director of the Department of Social Services, <br />appeared before the Board and outlined his needs for an eligibility specialist at the <br />hospital. Mr. Gunderson explained that this would be a half time position and it would <br />be at no expense to the County. Commissioner John E. Dotterer moved that the Board <br />approve the additional half time position, provided that AMI, as the operator of the <br />local hospital, pay the local matching funds for such position. Commissioner Lila P. <br />Nielsen seconded the motion and upon a vote, it was unanimously adopted. <br />Mr. Gunderson also reviewed figures concerning Social Services <br />program costs in various counties and requested two eligibility specialists in the <br />food stamp program. <br />
