BK - 00025 PG <br />for $10,000 (no required match) to support the Sheriff's Office, Emergency Management, local law <br />enforcement agencies and Lee County public and private schools training for emergency response <br />training exercise. The second grant is up to $80,000 in federal funding, with a local 25% match, for 1- <br />year of funding to support 2 uniformed deputy positions for Greenwood and Deep River Schools. Mr. <br />Prevatte stated the 25% local match (approximately $25,000) would be requested in the upcoming <br />2013 -14 budget year. After discussion, Commissioner Dalrymple moved to approve the request from <br />the Sheriff's Department to submit pre - applications to the N.C. Governors Crime Commission for 2 <br />separate grants as stated above. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, and Smith <br />Nay: None <br />Absent: Reives and Womack <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a late tax listing penalty for Central Carolina Hospital. Tax Administrator <br />Mary Yow stated that Central Carolina Hospital had requested abatement of late listing penalty <br />according to NC General Statute 105- 312(k). Ms. Yow stated that N.C. General Statute 105- 312(h) <br />requires the county assessor to add a penalty of 10% to property not listed during the regular listing <br />period. An audit to determine accuracy of business personal property listings filed revealed that assets <br />were under - reported for years 2008 -2011. The audit was finalized and a final discovery notice dated <br />November 21, 2012 was sent to the taxpayer's representative. A tax bill for the discovered property <br />was processed, mailed, and received by the taxpayer's representative on December 18, 2012. A letter <br />requesting a refund of penalty was received by the tax office on December 28, 2012. Payment of the <br />2012 Discovery notice was made on January 3, 2013. The taxpayer (Central Carolina Hospital) is <br />requesting a refund of penalty in the amount of $10,968.66. The City of Sanford's penalty is $4,591.53 <br />and the County's penalty is $6,377.13. Commissioner Smith asked to recuse himself from voting since <br />he has 2 family members employed by Central Carolina Hospital. Upon a vote, the results were as <br />follows: <br />Aye: Dalrymple, Frazier, Parks, and Smith <br />Nay: Knecht <br />Absent: Reives and Womack <br />The Chairman ruled the motion had been approved by a 4 to 1 vote. <br />Commissioner Frazier moved to deny the request for abatement of County penalty to Central Carolina <br />Hospital in the amount of $6,377.13. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, and Parks <br />Nay: None <br />Excused: Smith <br />Absent: Reives and Womack <br />The Chairman ruled the motion had been adopted unanimously. <br />Parks and Recreation Director John Payne presented a department report, for information only, <br />discussing several initiatives that have been affecting recreation facilities owned or leased by the <br />County. Discussion followed but no action was taken. <br />3 <br />
