NEW BUSINESS
V.A ARPA Update
Assistant Finance Director Jen Waterhouse presented an update on where the
County stands in its American Rescue Plan Act (ARPA) funding thus far. Ms.
Waterhouse reference two reports, one of federal funding and the other of MBA2
funding, which are attached and incorporated into these minutes. County Manager
Lisa Minter said staff is not asking the Board to re-obligate any of the funds tonight,
but there are items the Board could reallocate funds to, such as cameras for the jail
or for some remaining ARPA project ideas that were not funded. Ms. Minter said
Vines Architecture had the new Board of Commissioners chambers at the new
Library priced at a little higher than $2 million, which the Board had previously
approved upping the funding to allow for that.
BOC 10-2-23 ARPA FEDERAL FUNDING.pdf
BOC 10-02-23 ARPA M132 FUNDS.pdf
V.B Lee County Government's Health and Wellbeing Initiative
Assistant County Manager— Government Support Angelina Noel introduced the Lee
County Government Health and Well-Being Initiative as part of the new RENEW
program. RENEW stands for "Resources for Eliminating barriers, creating New
Beginnings, and providing education for an enhanced Well -being." In November 2022,
the Board of Commissioners approved an allocation of$500,000 of ARPA funds to the
Dream Center to help fund their mental health initiatives. After that meeting, Pastor Dale
Sauls approached the Lee County staff with an idea to allow other non-profits an
opportunity to access this funding. Out of these meetings, Lee County staff and the
County Manager created this proposal, which will re-allocate $250,000 of the original
$500,000 to the Lee County Health and Well-being Initiative. This $250,000 will be open
to all non-profits serving Lee County residents based on an approved list of services.
The remaining $250,000 will be allocated for contracted services and paid directly to
providers within Lee County providing mental health services to our residents. All of this
information will be available on the Lee County website if this proposal is approved.
Staff will also provide an informational session to review the list of reimbursable items
and review the criteria staff will use to select non- profits for participation. This session
will be held on Friday, October 6 at 3:00 p.m. in the first floor conference room at the
4
