32 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />RESOLUTION TO PRESERVE AND DEFEND THE <br />UNITED STATES CONSTITUTION <br />AND THE <br />NORTH CAROLINA CONSTITUTION <br />WHEREAS, The Second Amendment to the U.S. Constitution states "A well - regulated militia, being <br />necessary to the security of a free State, the right of the people to keep and bear arms, shall not be <br />infringed and, <br />WHEREAS, Article 1, Sec. 30 in the North Carolina constitution states: "A well - regulated militia being <br />necessary to the security of a free State, the right of the people to keep and bear arms shall not be <br />infringed"; and, <br />WHEREAS, President Obama recently announced <br />Orders to bypass the Legislative process with the <br />defense; and, <br />his 23 anti - freedom initiatives — by using Executive <br />intent of diminishing our GOD given right to self- <br />WHEREAS, A militia when properly formed is in fact the people themselves and includes all men <br />capable of bearing arms; and, <br />WHEREAS, It being "necessary to the security of a free State" meant that the right of the people to <br />bear arms was, and remains the ultimate barrier to government tyranny; and, <br />WHEREAS, Gun control only ensures law- abiding citizens become defenseless victims to the actions <br />of criminals and terrorists; and, <br />WHEREAS, The Lee County Board of Commissioners stand behind Sheriff Tracy Carter's pledge to <br />allow the law- abiding citizens of Lee County to "keep and bear" their personal "arms" as well as his <br />pledge to ignore laws or federal dictates that run contrary to the Constitutional right of Lee County and <br />North Carolina's citizens. Furthermore, the Commissioners call upon the Governor and General <br />Assembly of North Carolina to pass legislation that will solidify our resolve to maintain our GOD given <br />right to self- defense; and, <br />BE IT FURTHER RESOLVED, the County Manager will direct all county paid staff not to allow any <br />county resources be used in the implementation or enforcement of any unconstitutional law, executive <br />order or executive directive that infringes on the GOD given right to self- defense. <br />Adopted this 4th day of February 2013. <br />ATTEST; <br />Charles T.
