Purpose <br />The purpose of this chapter is to: <br />A. Preserve the long-range health, safety and welfare of the public and the economic <br />productivity and environmental quality of Lee County by conserving resources and <br />reducing potential pollution of the environment. <br />B. Regulate the storage, collection and disposal of solid waste within the unincorporated <br />areas of Lee County. <br />C. Establish and/or encourage methods of collection, reduction and separation to ensure the <br />efficient utilization of waste disposal facilities and the effective reuse of wastes. <br />Section 2. Statutory Authority <br />This chapter is adopted pursuant to the authority contained in G.S. 153A-121, G.S. 153A-132.1, <br />G.S. 153A-136, G.S. 153A-274-G.S. 153A-278 and G.S. 153A-291 - G.S. 153A-293, and G.S. <br />130A-309.09, G.S. 130A-309.09A, G.S. 130A-309,09B and G.S. 130A-09D. Unless otherwise <br />indicated, this article applies to both publicly owned and privately owned municipal solid waste <br />management facilities located in the County. <br />Section 3. Definitions <br />As used in this chapter, the following words, terms or phrases shall have the meanings indicated: <br />Authorized Representative means the county employee designated by the Director of General <br />Services to enforce the provisions of this Chapter. <br />
